Nearly 5,500 City employees in the City Operations Department keep Edmontonians working, moving and thriving every day.

The department includes four essential branches:
Edmonton Transit Service (ETS), Fleet and Facility Services (FFS), Waste Services, and Parks and Roads (PARS).

The communication team keeps Edmontonians, City Council, Executive Leadership Team and external stakeholders informed of our daily operations and longer-term plans.

**The City Operations Department is looking for a collaborative and inclusive Lead Strategist who can lead a team from project concept and strategy through to delivery and evaluation.

Working as an agent for Council, the Executive Leadership Team, and Deputy City Manager's Office, the Lead Strategist will report to the Director of Communications for City Operations and play a key role in advancing the priorities of the department, City and Council - as outlined in the Department's business plan and Annual Service Plans, the City Plan and Connect Edmonton.


The ideal lead strategist has tactical experience that consistently demonstrates the importance of well-thought out strategic approaches that consider a variety of audiences and tactics.

They will be able to work inclusively across various branches and departments to identify opportunities, risks, and mitigation strategies that deliver measurable results.


This role requires an individual who can provide clear direction and support to an established operational area as well as help navigate through the ambiguity of changing social circumstances, community expectations, and policy approaches.

In all areas of responsibility, the individual functions as part of a team - leading a team with a direct reporting relationship, and supporting other teams through collaboration and influence, the Lead Strategist will:

  • Actively contribute to the development and implementation of strategic communications plans, public engagement and external relations plans that support both organizational and operational workOperate as a bridge between strategy and implementation; translate strategy into operational plans and allocate resources
  • Create and implement action plans; develop analyses and propose solutions to issues/opportunities
  • Provide leadership, supervision, coaching and direction to teams who provide communications and marketing services
  • Work collaboratively with colleagues across the organization to advance service excellence, integration, business professionalism, and people leadership
  • Ensure activities of employees are integrated, monitored, measured and evaluated
  • Foster a culture of learning, innovation and creativity that supports the growth of the team and their health and wellness, safety and performance development
  • Lead, establish and exemplify our desired culture, and produce results in the context of respect and inclusion
  • Assure the quality of service and products by keenly understanding the needs and priorities of client program areas, and evaluating the service/products delivered and performance of the delivery team
  • Assure the effectiveness and performance of the section through comprehensive, accurate and transparent reporting and performance management
  • Support the Director through the identification and escalation of issues, opportunities and solutions

Qualifications:

  • Bachelor's Degree in communications, marketing, business, social sciences or a related discipline
  • Certification or coursework/training in strategic planning, financial management, public administration, project management, performance measures and analytics, change management, or other leadership training is an asset
  • Experience with internal communications, cultural and workforce change initiatives, delivery of emergency services, or a public sector environment are assets
  • Minimum of five (5) years' progressively responsible experience in a marketing or communications leadership role within a large, complex organization
  • Demonstrated experience and success in leading and managing change, building organizational talent and empowering resources to achieve outcomes
  • Experience and success in managing teams accountable for large, politically sensitive and complex projects and processes, in a fully integrated system
  • Experience working with unions, managing and resolving labour relations issues
  • Knowledge of communications planning and practices within a largescale, multifaceted environment
  • Proven ability to build and maintain strong working relationships within and outside City Administration
  • Strong client service orientation and a commitment to provide services that deliver value and meet expected outcomes
