PROGRAM MANAGER (for 1 Youth in Residential Care in North Vancouver)


For the team of 3-4 regular and additional on-call life coaches (specialized youth support workers) team, the program manager uses their expertise to lead the team members to successfully provide safe and effective supervision, support, care to a youth with multiple medical challenges, cognitive challenges, complex emotional and behavioural challenges, and functional and social skill challenges, within the youth's residence, school and community.

The program manager's work primarily occurs in the youth's private residence.

The program manager ensures optimal service outcomes through regular collaboration with all involved parties (the youth, the parents, the life coaches, the physicians, the registered nurse consultant, the therapists, the behavior consultants, the teachers, the tutor, the administrators and others) to identify, create and document the youth's program goals and planned interventions, and to ensure consistent and effective implementation.


With a strong respect for the youth's personal choices and dignity, the program manager ensures the team members take both a client-centered and family-centered approach to empower the youth to live the life they envision for themselves and that their family envision for them, and ensure the youth's development is supported to bring higher functioning, greater autonomy and a higher quality of life.


Required Education

  • A bachelor's degree or master's degree in registered nursing, psychiatric nursing, occupational therapy, psychology/counselling psychology, behaviour intervention/analysis, teaching/special needs teaching, social work/clinical social work, or another applicable professional health care, human service or social service field.
  • A certificate, diploma, bachelor's degree or master's degree in management or human resource management (achieved or pursuing)

Required Experience

  • 2 years' work experience within your chosen field
  • 2 years' work experience as a supervisor, manager and program administrator
  • 2 years' work experience with children, youth or adults with special/exceptional needs
  • Experience working with persons with complex health profiles including multiple medical conditions, moderate to severe neurological illness, brain injury, and hormone system disruption, cognitive limitations, sensory processing challenges, language processing issues, emotional and behaviour challenges (including mood swings, irritability and aggression) functional skill deficits and social skill deficits (preferred)

Required Certifications

  • MCFD HUB Criminal Record Clearance (can obtain after employment)
  • MANDT or Non-Violent Crisis Intervention (NVCI) certification (can obtain after employment)
  • Standard First Aid and CPR C (can obtain after employment)
  • Mental Health First Aid
  • Adults Who Interact with Youth (preferred) (can obtain after employment)
  • Caring About Food Safety course (can obtain after employment)
  • Cultural Sensitivity training (can obtain after employment)


BC Driver's License
  • Class unrestricted and an acceptable ICBC driver's abstract
  • Professional registration within the chosen profession (if applicable)

Required Knowledge and Skills

  • English language fluency at an expert level
  • Strong observation and active listening skills
  • Strong critical thinking skills and sound judgement
  • Strong verbal communication skills, including the ability to establish strong interpersonal relationships with others, share and receive constructive feedback, and effectively resolve conflicts
  • Able to maintain confidentiality, diplomacy and professionalism
  • Strong coaching/teaching skills (for individuals and groups), along with a personal commitment to development and success of each team member
  • Strong written communication skills, including the ability to write clear detailed instructions, procedures, documentation and correspondence
  • Is comfortable dealing with persons with frequent upset, irritability and/or agitation with skills to manage and defuse heightened emotions or dangerous behaviours
  • Strong emotional and behavioural management knowledge, skills, and experience including: collecting data for applied behaviour analysis (ABA); establishing consistent expectations and schedules; use of fun, humour, playfulness and offering partial assistance to support engagement; indirect requests for persons with demand avoidance reactions; if/then approaches; positive reinforcement; avoiding the reinforcement of undesired b
