About the Role

Reporting directly to the Senior Project Manager, the selected individual will be responsible for creating capital project tender documents, including the schedule of quantities, unit prices, and relevant specifications. Additionally, the role entails providing on-site support by compiling pre-design data/information and conducting occasional inspections on construction projects related to municipal linear infrastructure throughout the City.

Responsibilities:

  • Utilize CAD software to perform quantity take-offs for capital project tender documents
  • Prepare construction cost estimates and organize standard specifications for tender documents
  • Review construction drawings and specifications to ensure compliance with city standards
  • Inspect drawings for construction purposes in City R.O.W. to identify and address potential conflicts
  • Provide recommendations and assist in obtaining municipal consents and permits
  • Create preliminary engineering reports for various projects, funding applications, etc., along with cost estimates
  • Handle and respond to complaints and inquiries regarding building lots, drainage, construction complaints, etc.
  • Support field staff throughout construction projects and assist in surveying, layout, and inspection tasks as necessary
  • Communicate effectively (both verbally and in writing) with internal departments, municipalities, utilities, construction firms, and residents
  • Update governmental design and construction manuals such as OPSS, OPSD, MTO, etc.
  • Represent the City of Welland at public utilities coordinating committee meetings and other relevant gatherings
  • Organize and analyze engineering databases, compilation of tender results, reports, and project statistics
  • Respond to information requests and create data-sharing agreements as needed
  • Execute any other assigned duties

Requirements for Success:

  • Minimum three (3) years of College Diploma in Civil Engineering Technology or its equivalent
  • Certification or eligibility for certification as an Engineering Technologist (C.E.T.) with OACETT
  • Three to five years of experience in municipal engineering practices with solid knowledge of OPSS, OPSD, and MTO specifications. Familiarity with NPSCD is a plus
  • Aptitude for conducting engineering research and compiling detailed reports
  • Proficiency in CIVIL3D, AUTOCAD, and other standard corporate software, including Microsoft Office Suite
  • Familiarity with Builterra is advantageous
  • Strong interpersonal skills and ability to interact courteously with the public

Compensation and Benefits:

Salary: The hourly wage for this full-time, unionized position falls within the range of $39.22
