Develops and manages the Corporate Human Rights and Employment Equity programs, ensuring compliance with legislative and regulatory requirements.

Evaluates and reconciles competing interests such as business objectives, customer services, public and media perceptions, corporate risk and liability, employee relations and human and financial costs.

Leads the support of corporate and regional stakeholders involved in promoting a work environment free from discrimination and leading cohesive and consistent delivery of Human Rights and Employment Equity Programs.

Establishes ongoing relationships with central regulatory agencies (CHRC and ESDC), employer organization and employer peers as the corporate representative.

Employment Equity:

Leads the design, development and implementation of human rights and employment equity programs, policies and procedures aligned with corporate business direction, legislative requirements and best practices.

Monitors progress to plan, identifies risks and gaps, and implements practical corrective action.
Oversees the execution and maintenance of the human rights and employment equity policy and programs.

Ensures the corporation complies with the legislative and regulatory requirements and that programs are aligned with best practices, legislative and legal environment, policies and practices, collective agreements, and government regulators' requirements.

Leads a team of professionals as the SME for the regions, by providing functional leadership and oversight of human rights program delivery to ensure national consistency.

Outlines team priorities for strategic alignment of human rights and employment equity with corporate goals of continued improvement.

Leads the development of strategies and communications for Human Rights, Workplace Conflict (human rights harassment), and Employment Equity programs, while considering business priorities, corporate commitments to employees through new collective agreements, changes to the legislative and regulatory environment to ensure compliance and demonstrating the corporation's commitment.

Conducts program reviews with input from senior executives and key stakeholders.

Leads as SME for Human Rights, Workplace Conflict (human rights harassment), and Employment Equity programs, recommends updates and prepares corporate positions, resolves or leads resolution of escalated issues.

Oversees thorough research and analysis of complex national files and develops resolutions while considering the corporation's policies, practices, direction, and interests.

Provides determinative interpretation of Human Rights, Workplace Conflict (human rights harassment), and employment equity issues to management and operational business functions for prevention and managing risk.

Provides guidance and advice to Labour Relations teams and ensures proactive compliance to corporate mandate and commitments.

Attends consultations as required and provides quarterly reporting for human rights complaints and/or training, discusses emerging issues or escalation incidents, and risk mitigation jointly through bargaining agents' consultations.

Maintains accessible, collaborative and productive relationships with cross-functional working groups, bargaining units, the Canadian Human Rights Commission (CHRC), Employment and Social Development Canada (ESDC), and other federally regulated organizations for benchmarking and best-practices.

Leads the analysis of risks and barriers to improving performance, develops and leads the execution of communication plans with the Regional Human Rights Specialists, and the Human Resources Employee Relations teams.

Oversees all reporting and reviews the programs' performances to ensure relevancy and integrity.

Providing reporting to Board of Directors, Senior Executives, regional teams, bargaining agents, and federal regulators (CHRC, ESDC and Heritage Canada).

Prepares human rights and employment equity related reports, presentations, and business cases. Ensures comprehensive and effective communication and change management are supporting successful implementation of initiatives.
Manages and maintains integrity of internal complaint intake, reporting and analysis systems. Represents Human Rights and Employment Equity team on system and reporting enhancements. Ensures process design changes are supported by change management.

Develops training strategy with Talent and Organizational Development to ensure consistent delivery of quality services to customers, employees, and business clients.

Conducts and coaches on workplace conflict and/or investigations and responds to complex workplace matters on human rights and/or workplace violence.

Guarantees the integrity of investigation processes and principles, as per Treasury Board Guidelines, and ensures Human Rights Specialists are supported.

Contributes to the decision-making matrix ensuring human rights related matters are fully satisfied internally, and through the Canadian Human Rights Commission and Canadian Human Rights Tribunal.

University degree in a relevant field such as Law, Human Resources, or Conflict Resolution, in combination with extensive related experience
5+ years of relevant functional experience in managing human rights in an employment and business context

  • 2+ years of experience developing and managing policies and programs
  • 3+ years of experience managing employees
  • Knowledge of relevant federal legislation and regulations (ie: Canadian Human Rights Act, Employment Equity Act, Canada Labour Code (Occupational Health and Safety, Harassment in the workplace), Accessible Canada Act, etc.) Knowledge of investigation and alternative dispute resolution (ADR) principles for conflict resolution.
  • Proficient computer skills, competent in Microsoft Office Programs.
