The Opportunity

The City is currently seeking a City Clerk, reporting to the City Manager. Primary responsibilities include administering the municipal election, managing the decision-making process by supporting Council and committee meetings, overseeing the Archives and Records Management Division as well as policy development, providing leadership in matters of protocol and administrative support to Council. The City Clerk must ensure the business of the City is undertaken in accordance with all levels of government legislation by overseeing the administration and certification of bylaws, policies, and the execution of all legal documentation on behalf of the City.

Accountabilities


• Manages the staff and daily operations of the Office of the City Clerk, comprised of Legislative Services, Policy development, Archives and Records Management, Mayor's Office, Office Services and Municipal General Elections.

• Chairs the Corporate Policy Committee, providing direction on organizational priorities to the Policy Analyst.

• Oversees the Legislative Services Division, providing administrative and legislative support to Council and its committees, as well as procedural guidance at Council meetings.

• Responsible for management of Office Services including print shop and mail delivery both internal and external.

• Coordinates all civic functions.

• Serves as Chief Returning Officer for all municipal elections in accordance with the Municipal Elections Act and other relevant legislation.

• Prepares RFPs for contractual work such as voters lists, ballot tabulation and vote-by-mail management

• Prepares annual budgets for all areas under the purview of Office of the City Clerk.

• Signatory for all legal contracts and other such documents for the City as well as first point of contact on all controversial issues (developments, etc.).

• Processes all official documentation to and from Council.

Qualifications


• Bachelor's degree in Public Administration, Political Science, Business Administration or a related field.

• Ten years administration experience (a minimum of four years at an executive/confidential level).

• Five years experience with municipal government in a related function or proven ability or experience in similar setting. Minimum of four years supervisory experience.

• An equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.
Successful performance in this position requires thorough knowledge of all legislation respecting municipal government, including statutes, by-laws, regulations, etc. Thorough knowledge and appreciation of the sensitivity of political issues affecting the City. Thorough knowledge of election legislation and practices/procedures. Working knowledge of the functions and responsibilities of City departments. Ability to plan, assign and direct work of staff. Proficient in the use of electronic devices such as iPads and iPhones. Proficient in the use of personal computers including Microsoft Office (Word, Excel, Lotus Notes and Adobe Pro X). In-depth knowledge of Council/Committee policies and procedures, in particular the Rules of Procedure for Council meetings.

Hours of Work

Monday - Friday, 9:00 am - 4:30 pm

The City has a flexible work protocol which may apply to this position based on operational requirements.
