Position Description:


Reporting to the Manger, Asset Management, the _Asset Management Specialist _will play a key role in updating the Asset Management Plan, including the planning and delivery of related projects to improve asset inventory, and the maintenance and integration of practices, processes, and tools related to asset management and the Waterloo Decision Support System.


Accountabilities:

  • Review and integrate new or updated infrastructure studies/master plans, in the standard operating procedures and the Waterloo Decision Support System
  • Review and monitor levels of service metrics, and provide recommendations for improvement as needed based on emerging asset management standards/practices
  • Develop and maintain standard operating procedures for all asset classes that contains the methodology and processes the city uses to manage its infrastructure assets with the goal of achieving consistency and quality of information used within the Waterloo Decision Support System
  • Define problems, collect data, establish facts, draw valid conclusions and provide potential solutions
  • Assist in the development, implementation and maintenance of asset management policies, plans and procedures
  • Support continual improvement initiatives in own section and for other divisional partners
  • Review and integrate the 10year capital budget and related capital project sheet information into Waterloo Decision Support System
  • Use the Waterloo Decision Support System to run budget and target scenarios and determine funding gap/longterm financial needs with respect to existing assets
  • Develop spreadsheet models/tools to assist in the analysis of condition and investment scenarios
  • Perform adhoc analysis and reporting as required
  • Perform other duties as assigned

Minimum Qualifications:

  • Postsecondary diploma or degree in Engineering, Business Administration, Finance/Accounting or a related discipline; Diploma/certificate or equivalent training in asset management is preferred
  • Minimum of five years progressive experience in engineering, finance, project management or equivalent; experience in a municipal environment is preferred
  • Experience related to industry best practices, asset management business principals and legislation, lifecycle costing, levels of service framework, risk assessment, infrastructure renewal costing and priority setting
  • Advanced software skills in MS Office suite of programs: experience with ArcGIS and SQL is preferred
  • Superior analytical and problem solving skills with the ability to identify problems and seek solutions through past experience and/or innovation
  • Demonstrated skills working with multidisciplinary teams
  • Strong attention to detail, ability to analyze data, identify trends and make recommendations
  • Excellent organization, decisionmaking and problemsolving skills
  • Excellent verbal and written communication skills, relationship building and engagement skills
  • Works well under pressure and meeting deadlines with the ability to keep things moving despite potential challenges and obstacles
  • Ability and willingness to travel between worksites, as necessary, utilizing reliable, safe and efficient methods of transportation is required to perform the job
  • A satisfactory Police Record and Judicial Matters Check is a requirement for this position
Some flexibility and overtime may be required from time to time.
