Main Purpose & Function
The Policy and Planning Hydrogeologist provides research, analysis and policy development related to hydrogeology, drainage, environment, and municipal infrastructure.

The position is responsible for implementing hydrogeological requirements related to development; developing citywide strategies and updating policies/bylaws related to groundwater; improving the City's understanding of groundwater resources; and collaborating with internal and external stakeholders with respect to groundwater initiatives.

The position reports to the Senior Hydrogeologist and works closely with the branch's groundwater team.

The position collaborates with other internal City departments including Planning, Urban Design & Sustainability; Development, Building & Licensing; Real Estate & Facilities Management; and Park Board.

External contacts this position liaises with are government agencies and public and private stakeholders.

Specific Duties & Responsibilities

  • Develops, creates, and updates City policies and strategies related to hydrogeology
  • Keeps up to date on emerging practices, policies and innovations related to hydrogeology
  • Engages with government agencies as well as public and private stakeholders on the City's groundwater policies and strategies
  • Reviews hydrogeological studies related to development
  • Provides input on hydrogeological matters to other internal branches and departments and external stakeholders
  • Reviews hydrogeological reports, data, and models to advance the City's hydrogeological understanding
  • Prepares reports and presentations to educate staff and decision makers on the hydrogeological regime in the City of Vancouver
  • Prepares terms of references on a variety of hydrogeological studies and projects such as, but not limited to, installation of monitoring equipment, development of hydrogeological models, and the assessment of hydrogeological resources
  • Prepares cost estimates, tracks spending and recommends resource allocation of project expenses
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • Bachelor's degree in Engineering or Geoscience with a professional designation and minimum four years' related experience in hydrogeology, or an equivalent combination of education, training and experience
  • Registration or eligibility to register as a Professional Engineer or Professional Geoscientist in British Columbia

Knowledge, Skills and Abilities:

  • Knowledge and understanding of hydrogeology
  • Working knowledge of water resources/rainwater management engineering principles and techniques, City bylaws, and the municipal development review processes
  • Understanding federal, provincial, and regional requirements related to groundwater
  • Excellent written and verbal communication skills with a variety of stakeholders, with experience writing technical reports
  • Excellent communication (oral and written), interpersonal and presentation skills
  • Excellent time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
  • Excellent analytical, critical thinking and problem solving skills
  • Ability to exercise independent judgement, diplomacy and tact
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders
