JOB DESCRIPTION


Under the guidance of the Assistant General Counsel and Senior Managing Counsel, the Officer, is responsible for overseeing the core functions of the legal department.

This includes the development, testing, implementation, and maintenance of the information systems used to track all relevant data needs associated with legal matters, budget, and expenditure controls.

Provides technical analysis and administrative services such as drafting documents, research, various projects and deals with issues regarding systems enhancements and maintenance.


JOB RESPONSIBILITIES
Below are the main job requirements and responsibilities for the Officer, Legal Systems and Budgetary Support (General Counsel):

  • Acts as the single point of contact and Subject Matter Expert (SME) for General Counsel on all technical, budgeting, and expenditure controls and system reporting matters.
  • Provides technical support and recommendations on system reliability, responsiveness, and efficiency changes to Counsel Management.
  • Designs, develops, tests, implements, and maintains systems containing confidential information in support of the General Counsel group. Researches, identifies, and establishes the data elements necessary to meet the information needs of clients.
  • Conducts on-going analysis of legal's emerging and changing information needs.
  • Identifies redundancies in data collection, budgeting, and reporting. Takes corrective action where appropriate.
  • Develops and implements standards and data integrity controls that promote consistent and reliable reporting capabilities. Monitors deadlines, budgets, and expenditures related to external providers.
  • Provides information and analysis on various issues to support the General Counsel team, including budget reporting, and cost analysis to support senior management by streamlining, validating, and analyzing the financial information for the department.
  • Participates in organizational/functional management meetings on matters related to the technological and information systems needs of the legal team. Develops and maintains professional relationships with management, clients, and representatives of various corporate support groups in relation to such needs.
  • Analyzes and identifies system requirements with respect to capacity, security, and performance monitoring. Implements appropriate security and backup processes as required.
  • Ensures self development by maintaining a thorough knowledge of the principles, methods and techniques used in the development and implementation of relevant information systems.
  • Acts as the Information Management Champion (IMC) and ensures all legal obligations for the retention of paper and electronic records are met. Oversees and manages electronic record-keeping. Identifies records to be preserved for historical and research purposes. Manages inventory and ensures accuracy of the records. Implements record disposition according to the Disposition Practice and destroys or archives finished data/records.
  • Provides support and guidance to paralegal staff on all tasks related to the legal matter management system, legal research, paralegal services, as well as financial reporting and invoicing.
  • Provides administrative services to designated Counsel such as drafting documents, legal research, liaising with courts and arbitrators and other duties as required.

QUALIFICATIONS

Education

  • Completion postsecondary, preferably in a related field OR a combination of equivalent professional experience and training.

Experience

  • Minimum 3 years of relevant experience working with budgets and administration services.
  • Experience supporting information systems.
  • Proficient computer skills and competent with Microsoft Office programs.
  • Ability to maintain confidentiality and handle sensitive information.
  • Strong technical knowledge and experience working with/navigating databases and systems.
  • Proven experience in bookkeeping or financial administration.
  • Sound organizational, analytical, judgement and decisionmaking skills with proven abilities in problem solving.
  • Strong interpersonal skills with an ability to build and maintain relationships.
  • Strong oral and written communication skills.
