Chief Operating Officer

Position Purpose:

The Chief Operating Officer will work with Chief and Council to enhance the internal organization processes and infrastructure that will allow Nak'azdli Whut'en to continue to grow and fulfill its mission, in accordance with the high standards of the Nak'azdli Whut'en's defined goals.

Job Duties and Responsibilities:


The Chief Operating Officer is responsible for directing and overseeing the daily operations of Nak'azdli Whut'en and its subsidiaries in accordance with the strategic plan and operating and capital budgets.

COO must provide leadership and direction for staff members, in a manner that continuously promotes Nak'azdli Whut'en's philosophy, mission, goals and values.

COO will serve as a leader and member of the management staff and participate in the overall decision making and the achievement of Nak'azdli Whut'en's strategic goals.

This individual will serve as a bridge between Nak'azdli Whut'en staff and the Chief and Council, and it is imperative that he/she maintains the confidence of Chief and Council and staff.


The incumbent must be technologically adept and must make every effort to achieve maximum levels of operating efficiency and accuracy.

The Chief Operating Officer will ensure that all operations are conducted in a respectful and responsible way.

Duties and responsibilities include:

  • Working with Human Resources and Chief and Council to develop and improve, and establishing and implementing, policies, procedures, programs and services for Nak'azdli Whut'en.
  • Responsibility for the financial management and financial operations of Nak'azdli Whut'en, including preparing the annual budget, monitoring the progress of financial objectives, ensuring financial reporting is accurate and on time, seeking and securing additional funding as available or necessary, and ensuring financial operations and payroll processes are compliant pursuant to any applicable policies, laws or legislation.
  • Meeting and collaborating with the management team on a regular basis to develop and implement, and review and improve, the operations and services of Nak'azdli Whut'en,
  • Recommending and attaining Nak'azdli Whut'en's strategic goals in conjunction with the management team.
  • Communicate and collaborate with departmental leaders and Chief and Council to control spending, budgeting, reporting, and operational excellence.
  • Reviews and evaluates the effectiveness of the total organization providing for analyses of alternative structures and systems of administration that can help improve the effectiveness, productivity and responsiveness of committees, task forces, and staff operations, and providing reports to Council with recommendations.
  • Monitor departmental performance against goals to ensure that progress is being made, and that corrective action is taken if necessary.
  • Providing day to day guidance and leadership to staff, including the department heads, and ensuring that the culture of the organization remains true to the mission and values of Nak'azdli Whut'en
  • Attending and presenting at Chief and Council as necessary or requested, including any challenges and/or successes attained.
  • Remaining up to date and knowledgeable regarding the different departments and services of Nak'azdli Whut'en in order to ascertain appropriate budgetary requirements.
  • Remaining up to date of any changes in legislation and/or technology that may impact his/her duties or responsibilities.
  • Building relations when needed for Nak'azdli Whut'en, including liaising with government officials, agencies and other regulatory bodies.
  • Evaluating, developing and recommending technical advancements in procedures, processes and equipment, which may include recommending the purchase of equipment.
  • Ensuring that the office facilities are in compliance with safety regulations, such as local fire codes, handicap access, other laws, and that all subordinates complete the appropriate safety training and orientation prior to performing their duties.
  • Ensure that no employee of the organization shall place any order to purchase or make any purchase, except for a purpose and in the sum authorized in the Finance Policy or any supplementary appropriation of funds, unless there are sufficient funds in the approved budget to cover the proposed expenditure and conforming at all times to the prevailing procurement policy as approved by Council.
  • Delegates appropriate duties and responsibilities to Directors within the organizational structure.
  • The Chief Operations Officer is responsible for adherence to all HR, financial and IT policies.
