Introduction

Manitoba Transportation and Infrastructure is seeking a highly motivated individual to work within the Recovery and Mitigation unit of the Emergency Management Organization. This unit is responsible for delivering programs that support meaningful recovery for Manitobans impacted by a disaster including the Disaster Financial Assistance program.

Conditions of Employment: Must be legally entitled to work in Canada Must be willing and able to work extended hours, including holidays, evenings and weekends as required. Must be able to travel by ground and air across Manitoba with possible overnight stays, as required. Qualifications: Essential: Post secondary education, preferably a Graduate degree, in emergency management, political science, natural resource management, environmental science, city planning, business, economics, or an equivalent combination of relevant education and experience. An equivalent combination of education, training, and considerable experience in the fields of disaster recovery and mitigation program development may be considered. Ability to research, analyze and interpret complex information to identify risks, forecast, assess programs, solve problems and develop and implement innovative solutions. Strong working knowledge of emergency management principles, provincial and federal legislation pertaining to emergency management and public safety. Experience leading and directly managing staff including: training, performance management, attendance management and while fostering a collaborative, innovative and productive work environment. Strong political acumen to manage highly sensitive and confidential matters with tact and diplomacy. Strong critical thinking analytical, problem-solving, and decision-making skills to analyse problems, explore a full range of options, and propose solutions and recommendations to senior leaders. Strong interpersonal skills to build and maintain effective, professional, and collaborative working relationships with all levels of government and external stakeholders. Ability to effectively negotiate complex multi-faceted issues. Excellent verbal skills to effectively communicate complex information to a variety of internal and external stakeholders. Strong written communication skills to produce authority-seeking documents including: correspondence, briefing materials, treasury board submissions, cabinet submissions, media and public enquiries. Strong organizational skills to manage multiple competing priorities within a dynamic and time-sensitive environment. Knowledge of government policies, procedures and key central government processes. Desired: Experience with government financial policies, including budgeting, financial analysis, strategic planning, and processes related to project administration and program management. Duties: Reporting to the Director of Recovery and Mitigation, the Assistant Director of Recovery is accountable for the overall analysis, planning, development, implementation and management of programs and strategic initiatives for disaster recovery matters coordinated through the Manitoba Emergency Measures Organization (EMO). This role is responsible for:

• Decreasing disaster-related impacts and the associated financial risks to Manitobans, municipalities and the Manitoba government through the development of strategies, policies, programs and regulations.

• Promoting disaster recovery in a holistic and sustainable manner that maintains or enhances quality of life and economic vitality

• Continuously increasing resilience through the development of programs and initiatives with a particular focus on reducing recovery costs and acts as a resource to inform mitigation, preparedness and response activities

• Acts as a senior advisor for the branch, leading and assisting other branches in the management of, and response to, issues relating to disaster recovery. The incumbent carries out this role through leadership and consultation with various provincial departments, levels of government, other provinces, and interdepartmental working groups
