The Governance and Efficiency team, within the Workforce Development and Analytics branch, leads HR business process management and HR data governance functions with an outcome to deliver client-focused and timely HR services including enhancements to the integration, efficiency and functionality of government's HR system.
Role:

- Demonstrate strong understanding across a broad spectrum of HR functions as well as project management, coordination, strategic planning, policy advice, lean process design, and change management skills to transform HR business processes
- Draw on theoretical HR working knowledge of all HR functions as well as knowledge of business and client needs to lead complex HR projects and ensure that improved program/service delivery aligns with strategic GoA and PSC objectives
- Manage organizational changes from enabling HR technology and HR business process reengineering
- Provide advice to executive and senior leadership on a variety of issues, concerns and inquiries
- Consider the whole system and recognize links between everything from complex networks of the GoA to departmental priorities and evaluate broad reaching impacts
- Ask the right questions and engage the right stakeholders to get to root issues and generate new ways of thinking about an issue
- Proactively articulate and create momentum for organizational change by creating and inspiring a bold, compelling, shared vision that generates excitement, enthusiasm, commitment and sense of empowerment
- Champion a plan of action and find ways to overcome or remove barriers
- Independently lead and resolve complex issues and make recommendations to senior and executive leadership

Qualifications:
Requirements include project management and change management experience, a broad understanding of all HR functions, and demonstrated ability to independently resolve complex problems including advice to senior leadership.
Assets include foundational knowledge of all aspects of talent management (e.g., competency development, succession planning, performance management), supervisory experience, knowledge of workflow enabled human resource information management systems, and experience in developing business processes.
