As a trusted business partner, TD Merchant Solutions offers a full range of payment processing solutions and payment innovation for all types of businesses, including some of Canada's largest retailers.

TD applies the "Three Lines of Defence" model to risk management.

Risks are owned and managed by the business (first line), which is responsible to develop, operate, and monitor sufficient controls.

The Governance and Control (G&C) group is a centralized first line of defense function responsible for the effective management of operational risk and regulatory compliance for the Merchant Solutions business.

G&C plays a key role in the efficient and effective implementation and execution of:
Operational Risk Management; Board Policies; Compliance programs; Risk Assessment; and Exams / Audits. In addition, the department provides ongoing guidance in assisting Merchant Solutions Product and Operations teams in all areas related to proactively mitigating key risks, adhering to regulatory requirements and providing guidance on all control matters

Job Description:

  • Manage operational and regulatory risk through delivery of enterprise ORM Programs:


KRI
  • Development of Key Risk Indicators, monitor / manage key risks.
  • External Loss Event Data (ELED) & Scenario Analysis
  • Review of significant operational risk events through industry surveillance to assess potential risk to TD
  • Creation of risk reports for quarterly MS Business Risk Forum (BRF) to support timely and robust discussion of risk with Senior Leadership audience and risk partners
  • Manage various attestations initiated by ORM (e.g., Fraud Risk Management Policy, etc.)
  • Oversee the Reputational Risk and Conduct Risk requirements for Merchant Solutions; assess issues and concerns to determine the appropriate level of remediation or escalation to Senior Management.
  • Oversee the implementation of privacyrelated policies, standards, guidelines, and procedures
  • Manage execution of Business Management Technology (BMT) Standards working with 1A to identify Business Managed Application (BMA), Business Managed Infrastructure (BMI) and End User Computing (EUC)
  • Act as 1B Liaison to support Merchant Solutions compliance with the Business Continuity and Crisis / Incident Management (BCCM) Policy and Standards
  • Create and publish monthly Partner Engagement reporting for MS Executive and Senior Management audience and Risk partners
  • Participate in reviewing MS policies/procedures providing support in determining risk exposure and assessing the design and operating effectiveness of procedural controls

Requirements:

  • Expertise in ORM programs and Privacyrelated regulations and industry best practices as well as internal privacyrelated policies, standards, procedures, process and best practices
  • Skilled at working collaboratively and building relationships across teams and functions, all lines of defense and at various levels of management.
  • Knowledge of Merchant Solutions business products, processes, policies and procedures, and the associated control environment
  • Solid knowledge of the operational control environment, risk assessment processes and methods
  • Ability to navigate in a space that is not well defined, ambiguous and complex at times
  • Strong organizational, planning and problemsolving skills
  • Exceptional interpersonal skills; adept at conflict management, negotiation and problem solving.
  • Ability to assimilate and understand high volume of complex information and s Act as a driver of change; provide creative and inclusive thought leadership.
  • Comfortable with challenging the status quo and open to new ideas and business models.
  • Level 1 Operational Risk Management certification program to be completed within first year: Levels 2 and 3 within 2 years
Additional Information

Qualifications / Skills / Experience

  • Undergraduate degree preferred and/or combination of training and certifications in operational risk management would be preferred.
  • Proficient in Microsoft Word, Excel, and PowerPoint.
