Role:

Duties include but are not limited to:

Act as Permits and Permissions Coordination Lead—

Coordinate the management of partnership tools—

Catalogue and maintain partnership tools; create and update communications on partnership tools; monitor business processes; make recommendations to address and amend partnership tools accordingly.


Lead the development and implementation of new or revised partnership tools—

Develop and implement Parks Business Permit and partnership tools with input from divisional staff; research to develop or update permits and agreements; assess operational needs and identity gaps and solutions; undertake project management and change management; prepare briefing, presentation materials, and ministerial correspondence for decision.


Lead the development and execution of Request for Proposals (RFPs) for commercial recreation disposition leases—

Support market assessments; develop risk assessments; draft Request For Proposal (RFP) packages; prepare and deliver information sessions; participate in proposal evaluation; and draft commercial recreation leases.


Support the development and execution of revenue contract Request for Proposals (RFPs) to procure third party operators for services—
Develop business cases; draft and lead RFP package development for Facility Operating Agreements and Concession Operating Agreements.

Coordinate Parks Division contributions to initiatives that improve financial policy, permit processing times, and government-partner interactions—
Other duties as required.

Qualifications:

Minimum Requirements:


University graduation related to Public Administration or Public Policy plus 4 years progressively responsible related experience; or equivalent as described below.

Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

Additional Requirements:

  • Experience in research methodologies and techniques (both qualitative and quantitative), and data analysis and interpretation
  • Experience in research and information integration, including ability to critically analyze and synthesize information drawn from diverse sources and develop recommendations based on findings
  • Experience in project planning and demonstrated ability to plan, coordinate and execute research and development projects
  • Experience in creating concise, accurate briefings and consistent policy documents by interpreting complex information.
  • Experience in political acumen on legislation and policy direction

Assets:

  • Experience working in databases such as the Digital Regulatory Assurance System (DRAS).

Salary:

$2,716.64 to $3,550.90 bi-weekly. ($70,904 to $92,678 /year)
