The opportunity


Reporting to the Manager, Capital Project Management, as Project Lead, you will manage complex engineering work, co-ordinate and supervise the work of a group of engineers and/or technicians dealing with the planning, systems design, implementation as well as financial and schedule control of capital projects for the provision of broadcast transmission and distribution facilities.

The type of projects include TV and Radio transmitter plants, studio-to-transmitter microwave links, satellite uplink and downlink facilities.

Generally allocated projects requiring a high levels of communication, co-ordination, technical skills and soundness of judgement, with mínimal supervision. Capital projects range in dollar value from $50 thousand to $2 million.

Main responsibilities

Plans and manages the implementation of large scale and complex capital projects, as follows:

  • Obtain the operational and technical engineering requirements, defines project scope, performs system design and prepares detailed estimates.
  • Conduct site investigations and coordination meetings.
  • Researches and recommends potential technological solutions.
  • Monitors progress to ensure compliance with scope and objectives.
  • Establishes material and system requirements, prepares technical drawings, specifications, work schedule and tender documents for equipment suppliers and building contractors.
  • Prepares functional, schematic and layout drawings for review and acceptance by senior manager.
  • Prepares detailed installation instructions for wiring crews.
  • Is responsible for the planning and coordination of equipment installation, assign and oversee installation work, inspect installations and correct deficiencies.
  • Monitors and controls financial, personnel, and material resources related to project implementation.
  • Conducts acceptance tests and quality control audits to ensure that the equipment operates in accordance with the Corporation's standards and that the new systems comply with the functional requirements of the project.
  • Ensures that the technical and structural design and as built facilities meet all Federal and Provincial codes and that the work is carried out in accordance with Labour Canada legislation.
  • Issue Project Performance and Acceptance Reports and asbuilt drawings and documentation.
  • Arranges for manpower, equipment and other needed resources.
  • Sets work schedules for wiring crews and provides onsite supervision.
  • Specifies/purchases equipment and services for projects; prepares Supply Requirement, Request for Quotation and Request for Project Proposal documents as necessary.
  • Evaluates response documents and recommends suitable proposals based upon compliance and cost.
  • Arranges for consultants or other specialists to assist with project design and / or implementation as required.
  • Negotiates contracts with suppliers.
  • Coordinate and liaison with field personnel.
  • Act as technical consultant within the Corporation. Perform research and studies to provide solutions to technical problems.
  • Bachelor's degree in electrical engineering or equivalent and should be eligible for membership in the provincial Association of Professional Engineers.
  • Five (5) years of related experience.
  • Extensive experience in broadcast engineering and project management, coupled with solid and broad technical knowledge relevant to radio and TV transmission.
  • PMI certification or equivalent an asset.
  • Requires a broad experience and indepth knowledge of all standards and methods related with the implementation of communication system facilities, from the baseband signal to the high power broadcast antennas.
