Role:


Reporting to the Director, Curriculum Strategic Support and Assurance Branch, this position provides research and analytical services, and fulfills the branch's operational requirements in the area of research.

The focus of the position is to provide an array of comprehensive services including research, analysis and consultation to support informed planning and development of policy and programs pertaining to the K - 12 curriculum.

This position also provides leadership and planning as well as oversees staff on the research team, managing workloads, allocating tasks and conducting performance excellence reviews.

As
Education and Research Consultant, you will be responsible for the following activities in the ministry:

  • Provide leadership to the research team. For example, complete strategic planning based on the division's annual operational plan. Evaluate the effectiveness of research team initiatives. Modify initiatives to improve effectiveness. Suggest new initiatives, as needs arise, to provide ongoing support to curriculum division.
  • Respond to senior management's requests to analyze, evaluate, summarize and provide key conclusions, recommendations and strategic advice in the education field and related areas. These actions help inform the ADM, Executive Directors and Directors of current policy and strategic directions that impact education, including information on emerging trends and issues with potential to affect the education system.
  • Monitor, evaluate, analyze and synthesize ongoing education trends, issues and best practices obtained from diverse sources of information, and provide recommendations to interested stakeholders.
  • Establish, maintain and adjust as necessary a set of standards and processes for division staff on research methodologies and approaches. These may include how to conduct literature reviews, perform jurisdictional scans, conduct evaluations, or create surveys as well as advise on appropriate methodologies for conducting data analysis.
  • Provide advice/direction and followup with division staff regarding research projects to ensure a thorough analysis of issues and usage of appropriate research methodologies.
  • Provide oversight of the centralized research repository, ensuring that it is uptodate and accessible.
  • Collaborate/lead in the development of research reports, position papers and other documents focused on education issues, policies and programs that may affect the division.
  • Liaise with other government departments and stakeholders to obtain strategic information to help inform the ADM's office and the division in support of education programs and policies.
  • Support the ongoing development of data collection tools, complete ongoing data analysis and report findings and recommendations on divisionwide initiatives to help inform education programs and policies.
  • Supervise staff, manage workloads and allocate tasks, provide the necessary training and direction, and monitor and evaluate staff performance.

Qualifications:


A university degree in a related field but not limited to Education and Arts plus 4 years progressively responsible related experience; or equivalent as described below.


Equivalency:
Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.
Strong experience in analyzing qualitative data is a must to be successful in the position.

The following are considered assets to the position:

  • Ability to communicate in French, especially to analyze data that is in French.
  • Familiarity with data analysis software systems (NVivo, in particular).
  • Familiarity with the K12 education system.
  • Experience in Government and policy, decisionmaking.
