We are looking for a seasoned Policy Advisor to support our Strategy and Integration division. The Policy Advisor would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.


Our Policy Advisors provide policy and corporate advice in a wide array of science and technology (S&T), economic and social domains.

They support at all levels of the organization, including to the Secretary General, the NRC President, and the Minister of Innovation, Science, and Industry.


The position requires the ability to think and communicate strategically, work well in teams, and build and maintain positive internal and external relationships with clients and stakeholders.


The Policy Advisor will build strong inter-departmental and central agency networks and partnerships and prepare the development of corporate cabinet documents for senior management and central agencies.

And will represent and advance NRC's interests at federal S&T forums and inter-departmental committees.

Screening Criteria:

Education:

A Masters degree in public policy.

Experience:

  • Extensive experience working effectively in a complex environment, serving a number of internal and external clients and interacting with multiple stakeholders;
  • Extensive experience in writing, assessing, or leading the development of policy and strategy documents including, but not limited to, Treasury Board Submissions, Memoranda to Cabinet, or Budget Proposals;
  • Experience in planning and developing policy initiatives or documents related to at least one of the following domains: public administration, science and technology, economics;
  • Experience in establishing, maintaining, and leveraging effective relationships, and working effectively in teams; and
  • Experience in delivering oral briefings regarding government policy or programs, business, economics, or science and technology.
  • Extensive is defined as depth and breadth of experience associated with having performed a broad range of related activities over a period of at least two (2) years in the last five (5) years.

Asset criteria:

  • Experience in developing procedures, policies, guidelines or associated tools to ensure the effective delivery of programs.
  • Experience working in a Central Agency of the Government of Canada.

  • Proficient and well developed knowledge of the Cabinet decisionmaking process, Parliamentary process, and the role of central agencies;
  • Extensive knowledge of trends and developments in the public and private sectors with respect to science and technology, including a thorough knowledge of the role of NRC in the innovation ecosystem in Canada;
  • Ability to communicate effectively both orally and in writing.

Compensation:


The intent of this hiring action is to staff this position at the
RCO-2 level, which is
a mid-career level position with a salary range of
$74,230 to $103,093.
