The Portfolio
Reporting to the Director of Finance/Treasurer, the Manager of Strategic Procurement, Risk
Management and Payables is responsible for managing corporate purchasing and payable
services in accordance with established policies and procedures, and ensuring all related
procurement and payment activities are effectively implemented. The Manager is also
responsible for leading the procurement to pay strategy for the Town, recommending and
maintaining all related policies and procedures and working closely with various units on
procurement planning, asset/risk management and all strategic acquisitions and dispositions.

As recommended by the Town Treasurer, this role may be appointed as Deputy Treasurer and
assigned to perform the statutory duties of the Town Treasurer as outlined in the Municipal Act.

Business Administration or Commerce, and have seven (7) years of progressive experience in
procurement, cooperative purchasing and accounts payable related functions. You are
knowledgeable of purchasing, contracting and the competitive bidding process. You are
experienced in staff/vendor relationship management and possess the skills required to motivate,
train and manage staff to foster teamwork and excellence.

Working for the Town of Grimsby
includes a salary range between
$87,313 and $106,229 (Band 13, 2023 rates) and a
comprehensive benefits plan.

**Duties and Responsibilities: **1. Procurement and Payables Management (30%)
1.1 Provides leadership and direction in developing and implementing innovative
procurement to pay processes, tools and solutions to support the Town's strategic
objectives, business model and financial capital and operating plans.

1.2 Oversees the purchasing and payment of direct and indirect materials and
replenishment in support of department operations, leveraging innovative tools and
finance models to ensure value in all aspects of the acquisition process.

1.3 Responsible for implementing internal controls in the accounts payable function to
ensure safeguarding of the Town's financial assets.

1.4 Leads and advises procurement for multi-disciplinary departments across the
corporation.

1.5 Develops and implements performance metrics, tools, and processes to optimize
sourcing and supplier activities.

1.6 Prepares reports on direct and indirect savings, ongoing stakeholder engagement and
vendor relationships.

1.7 Assists others in establishing their budgets as it relates the acquisition of goods and
services, ensuring budget adherence, identifying and explaining variances and
ensuring financial reporting is effectively managed in compliance with corporate
policies.

1.8 Responsible for in depth and modernized financial analysis to ensure the corporation
