The Contract Specialist is responsible for leading various projects and business operational processes by conducting qualitative reviews of contracts, maintaining and advising on contract documentation, identifying potential risks that require resolution, and recommending mitigation strategies.

The Contract Specialist is accountable for performance management processes for the contracts, monitoring and reporting on contract deliverables, and performing data gathering and analysis using data visualization tools.

The Contract Specialist provides direction to other staff as needed on operational issues.

What you'll do

  • Responds to questions concerning contract management, interpretation, requirements, terms and limitations of contracts and legal agreements.
  • Participates in developing periodic reports to senior management concerning contract activities. Provides direction to other staff as needed on operational issues.
  • Assures that all documents are completed in accordance with established policies, regulations and quality standards.
  • Plays a leading role in quality assurance by resolving client issues as they relate to contract quality outcomes and business with the service provider(s) across the Province.
  • Prepares draft contracts / change orders ensuring compliance with PHSA policies and guidelines, including selecting appropriate contract language, recommends safeguards, contract milestones and payment schedules for inclusion into final contracts.
  • Implements risk assessment frameworks based on current accepted criteria and best practices. Leads the identification and management of risks associated with the performance of the contract.
  • Reviews, approves and manages client service requests and complaints. Participates in evaluating business and operational impacts of service requests and the development and maintenance of service offerings.

What you bring

Qualifications:


A level of education, training, and experience equivalent to a degree in law, finance, business or related discipline; plus five (5) to seven (7) years of recent, related experience including contract management experience.

In depth knowledge and expertise researching, analyzing and evaluating contract processes and requirements for program delivery and recommending changes. Expertise in managing multi-million, multi-year contracts in a public sector setting is preferred.

Skills & Knowledge

Sound analytical and problem-solving skills. Ability to use diplomacy and tact in dealing with conflict resolution. Ability to analyze and interpret complex contracts and policy relating to contracts. Ability to interpret legislation and regulations. Excellent analytical and critical thinking skills. Excellent verbal and written communication skills. Excellent interpersonal skills and the ability to work effectively with all levels of staff.
