This competition will be recruiting for two teams within the BPSPOD.

The Strategic Policy and Delivery Unit, in the Labour Strategies and Solutions Branch, is seeking three experienced and highly motivated individuals to join our dynamic, collaborative, and results-oriented teams in the role of Senior Policy Advisor. In this role, you would lead and support cross-sector analysis, options and policy development, all with consideration to impacts across the BPS and drive progress on key government priorities.

The Broader Public Sector Policy and Economics Unit, in the Broader Public Sector Labour Relations Initiatives Branch, is seeking an experienced and highly motivated individual to enhance evidence-based decision-making by applying research and analytics methods to integrated labour relations and compensation data. In this role, you will lead and support data collection, validation, analysis and ensure that technical and complex material is translated into a format that is clear for non-technical audiences to support government decision-making and key priorities.

Effective April 1, 2024 the salary range for this position is $82,217.00 to $121,155.00 per year. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

What can I expect to do in this role?

In this role, you will:

• Lead research and analysis related to the development and implementation of large-scale BPS projects, compensation and labour relations policies, and other complex initiatives.

• Support partner ministries and the division in development and implementation of compensation and labour relations policies.

• Lead, support and coordinate strategic policy advice and government decision-making

• Develop a variety of policy materials including, briefing notes, presentations, research summaries and recommendations to support government decision-making and senior decision makers.

Analytical, Research and Policy Development Skills:

• You can conduct research, synthesize, and analyze relevant data and information to provide advice and recommendations to senior management and ministry partners on emerging issues and opportunities.

• You can provide evidence-based strategic policy advice on ministry policy proposals including review of ministry policy submissions for the identification, research and analysis of potential policy options, issues and gaps.

• You have analytical skills to assess stakeholders' needs, proactively identify problems and come up with innovative ideas and solutions for consideration by ministry partners and senior management.

• You can develop models, tools and approaches for tracking, analyzing, estimating and reporting on research findings.

Leadership, Planning and Coordination Skills:

• You have experience managing inter-ministry and external stakeholder projects, including making recommendations to support project goals, assigning and completing project tasks, monitoring progress, and reviewing work for quality outcomes and deadlines.

• You can coordinate and facilitate consultations with internal and external stakeholders to solicit feedback on new/emerging initiatives and issues that may have impacts across the Broader Public Sector.

Communication Skills:

• You can prepare and present policy options, reports, presentations and briefings for a variety of audiences, including senior management.

• You can develop concise PowerPoint briefings using visual depictions to synthesize and distill complex information.

• You can prepare evidence-based analysis and briefing products and lead the preparation of Treasury Board and Cabinet submissions.

• You can translate technical data into material that is understood by non-technical audiences to assist in influencing recommendations to advance Ontario's priorities.

Relationship Management and Consultation Skills:

• You can build and maintain effective partnerships and critical business relationships with internal and external stakeholders, including executives to achieve consensus, promote the strategic direction and inform on policy and operational initiatives.

• You can lead and facilitate consultations and engagement activities; develop solutions to identified issues; create policy options and conducting comparative analysis related to financial and business impacts.

Technical Skills and Knowledge:

• You have knowledge of and experience with government policy and decision-making processes including Treasury Board/Management Board of Cabinet submission and approvals process.

• You can interpret legislation, regulations, Ontario Public Service (OPS) and Broader Public Sector (BPS) policies and procedures, and directives.

• You have knowledge, of Excel, PowerPoint and PowerBI and/or other computer tools to assist in analyzing technical information for non-technical audiences.
