Effective April 1, 2024 the salary range for this position is $82,217 to $121,155 per year in compliance with AMAPCEO collective agreement provisions.

The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

Join our team as a Senior Financial Policy Advisor within the Special Projects Unit, Funding and Programs Branch.

In this role, you'll lead the way in planning, researching, developing, implementing, and evaluating financial and funding policies to enhance integration, efficiency, and performance in the long term care sector.

Your expertise will be pivotal in aligning financial practices with provincial policies and strategic fiscal objectives, driving forward impactful change for seniors and vulnerable populations.

What can I expect to do in this role?In this role, you will:

  • Lead and coordinate projects for developing new investment, funding, and financial management policies for the long term care sector.
  • Provide expertise on financial policy, risk assessment, and implications of changes, ensuring compliance with provincial fiscal policies.
  • Develop frameworks for system-wide implementation of financial policies and lead communication strategies.
  • Establish performance metrics and compliance targets, analyzing results and recommending improvements aligned with provincial priorities.
  • Build partnerships with key stakeholders, facilitating collaborative working relationships and advising on policy initiatives.
  • Maintain collaborative relationships with other branches, ministries, and levels of government to influence decision-making.
How do I qualify?Technical Knowledge and Experience:

  • You have knowledge of program and financial policy analysis and development theories, techniques and practices.
  • You have knowledge of fiscal and financial planning, strategic investment planning, transfer payment programs and related policy issues.
  • You have knowledge of Ontario's health system, its mandate and the linkage to other health system related organizations.
Performance Measurement:

  • You have knowledge of performance measurement and management approaches to provide leadership and expertise in the development, evaluation and communication of strategic policies, programs, regulations and/or legislation.
Analytical and Problem-Solving Skills:

  • You can assess the impacts of change to the health system and fiscal plans, and make sound recommendations.
  • You have the ability to gain knowledge of government directions, priorities and legislative process to ensure policies are developed within the context of the government's health care agenda.
Project Management, Negotiation and

Facilitation Skills:

  • You can use your negotiation and facilitation skills to provide leadership in financial policy and project development.
  • You can work collaboratively with team members to manage deadlines and competing priorities.
  • You can initiate and nurture strong working relationships with colleagues and stakeholders and act as a trusted advisor.
Communication and Presentation Skills:

  • You can prepare and present complex research analyses, evidence based decision making results, policy reports, speeches, briefing notes and cabinet submissions.
  • You can promote policy initiatives through presentations to members of the health sector, the community and ministry management and staff.
  • You can create or develop complex documents synthesizing a variety of ideas, views and issues in a simplified and coherent fashion.
Computer Skills:

  • You can access the Internet as a research tool, and prepare a variety of documents using word-processing, spreadsheet, analytic/data visualization and presentation software.
