Job Description:

POSITION PURPOSE
This position is responsible for managing the agriculture and agrifood portfolio, including projects/programs, staff and stakeholder relationships.

MAJOR RESPONSIBILITIES

  • Supports the development of comprehensive rural and agrifood program strategies, and oversees the development and implementation of business processes that drive service and program efficiencies.
  • Consults with municipalities, staff and other stakeholders to ensure successful development, implementation and continuous monitoring of actions and programs relating to the York Region Agriculture and Agri-Food Sector Strategy.
  • Acts as key resource for agriculture and agrifood related issues and opportunities, supports the York Region Agriculture and Agri-Food Advisory Committee (AAAC) and serves as the primary staff contact for this group.
  • Oversees research and analysis on pertinent rural economic development trends and issues and provides advice/recommendations.
  • Leads and oversees assigned project activities and processes, working with multistakeholder groups to support the development and implementation of strategies, projects and other initiatives.
  • Liaises and proactively develops relationships with internal and external stakeholders, including government/nongovernmental agencies, to facilitate the delivery of services.
  • Manages and monitors budgetary responsibilities including grants and other funds received to ensure the Region's obligations are met within funding guidelines of the grant, explores funding opportunities, monitors and reports on the spending of grant funds, as required.
  • Oversees the development of the communication strategies to ensure effective messaging of program/initiatives.
  • Assists the Manager in developing annual business/work plans and in developing service plans and staffing proposals, provides input into budget and business plan development, policies and procedures.
  • Recommends hiring of outside consultants; prepares terms of reference; monitors expenditures and provides oversight of projects and consultants.
  • Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.

QUALIFICATIONS

  • Successful completion of a University Degree in Economic Development, Business, Environmental Sciences, Planning or relevant disciple or approved equivalent combination of education and experience.
  • Minimum three (3) years directly related experience in economic development field with the municipal sector, demonstrating progressive responsibility, and minimum one (1) year of direct supervisory experience.
  • Thorough knowledge of agriculture and agrifood sectorrelated issues and trends, Provincial and GTHA context and stakeholders and roles of different levels of government.
  • Demonstrated knowledge of relevant economic development and agrifood issues, applicable legislation and industry standards, and current practices.
  • Demonstrated knowledge of relevant Standards, Acts and Regulations.
  • Demonstrated project management skills specific to project budgeting, scoping, planning, problem solving and resolution skills.
  • Demonstrated report writing, analytical and project management skills to meet program objectives and work to tight deadlines.
  • Demonstrated ability to plan, coordinate, implement and evaluate programs and services in assigned program area, and to develop and implement change management plans.
  • Demonstrated ability in the Region's leadership and core competencies.
  • Staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
