Job Summary


The Manager, Flight Data Administration is responsible for ensuring the timely and accurate collection and analysis of flight data, its conversion to billable flight information and its provision to the Billing department as well as the Corporate Data Repository.

Plans and manages the development and implementation of policies, procedures and processes governing Flight Billing System and Quality Assurance. Establishes unit goals, assigns duties and establishes priorities. Develops and negotiates level of service agreements with internal cross-functional clients and service providers (e.g. IM for system support and maintenance), as well as accountable for the management of unit staff and for managing unit budget as part of the Revenue Administration Responsibility Centre.

Raw flight data is used to generate approximately 94% of NAV CANADA's revenues.

This information is provided to senior management together with analysis and recommendations that enhance the company's ability to convert flight data into revenue, noting trends in service usage, revenue and problem resolution.

This data is a critical company asset used for Business Intelligence in areas of:

traffic volumes overall and per sector; flights per controller; categorizing revenue based on geographical regions, airports, sectors etc.; evaluate aircraft equipment onboard for planning of service upgrades and other uses.

In an advisory role, the Manager, Flight Data Administration has significant impact on broad corporate business plans.

In this role you will:

  • Manage the Flight Data unit to ensure effective and efficient reception and validation of raw flight data and its conversion into billable flight information and its availability for analytics.
  • Manage internal and external stakeholder relationships with regards to the provision of flight data for invoicing and analysis.
  • Manage the development and enhancement of operational and FBS system policy, processes and procedures for the collection and assessment of flight data systems and quality control.
  • Plan and manage the conduct of service usage trends analysis, flight pattern analysis, fluctuation interpretation and trends in performance indicators, to provide recommendations to senior management in the conversion of flight data into revenue, vital to the commercial success of the company.
  • Identify performance gaps and recommend strategies and approaches to senior management to correct identified problems/issues; and develops/implements performance improvement action plans and continuously evaluate them against established baseline performance measures.
  • Develop, build, and maintain analytical and work process tools (error queues, customer information, QA reports etc.) for internal use using advanced skills with various software such as SAS and Excel.
  • Manage the quarterly review process with audit including managing review reports/summaries for quality and accuracy of data.
  • Be fully responsible for staff with authority to hire, allocate responsibilities and priorities, assess performance and training requirements, provide guidance, take disciplinary action as appropriate, and authorize leave and overtime. Provide leadership in training and development of subordinate staff.
  • Supports the Manager, Billing Operations, by ensuring timely and accurate invoicing, and by assisting with the maintenance of customer billing and fleet information, the identification of new customers and the resolution of customer queries.
Scope and impact

The Manager, Flight Data Administration is responsible for the timely effective and efficient validation of

raw flight data and its conversion into billable flight information and its availability for analytics. Decisions impact accurate timely billings to customers and revenue forecasting for the Company and therefore affect Company reputation.

The Manager collaborates with internal and external stakeholders to ensure resolution of flight data issues and problems involving complex or sensitive aircraft movement.

The role is responsible for managing multiple Flight Validation Analysts, contributes to the budgeting process and financial reporting.
