PURPOSE AND SCOPE:

The Water Billing Supervisor is responsible for the oversight of water and wastewater billing and customer service provided by the City of Belleville. This includes managing administrative tasks, supervising staff, improving processes, coordinating with other departments, and ensuring compliance with regulations. The Supervisor also plays a key role in budgeting, financial reporting, and addressing complex customer issues, while fostering positive relationships with internal and external stakeholders.

KEY DUTIES AND RESPONSIBILITIES:

  • Oversee the daily administrative operations pertaining to water/wastewater billing and customer service.
  • Coordinate and review month-end processes and reports associated with water/wastewater billing.
  • Provide direct supervision and training to water billing and customer service personnel.
  • Identify and implement strategies to improve billing and customer service processes.
  • Assist with departmental budget preparation and monitoring.
  • Assist in preparing and reconciling water-related working papers for the annual audit.
  • Conduct various analytical tasks, including calculating user rates, analyzing consumption trends, and reviewing water meter inventory.
  • Manage and direct the issuance of work orders to service personnel.
  • Manage and/or administer the City's water meter reading activities.
  • Collaborate with Taxation and Revenue personnel to evaluate, develop, and recommend new tools, policies, and procedures.
  • Prepare reports and documentation for regulatory agencies.
  • Provide assistance/support for interdepartmental projects.
  • Manage other City revenue activities as necessary/directed.
  • Utilize sound judgment and aid staff in addressing challenging or intricate water accounts.
  • Stay updated on relevant regulations and standards related to water services and ensure compliance.

EDUCATION/SPECIALIZED TRAINING/SKILLS:
Minimum Qualifications:
  • College Diploma or University Degree in Business Administration or related program.
  • Proficiency in office software and systems, including Microsoft Office; particularly MS Excel.
Preferred Qualifications:
  • Strong organizational and time-management skills.
  • Excellent communication and interpersonal skills.
  • Advanced knowledge of water department operations and regulations.
  • Ability to understand and calculate all aspects of water billing.
  • Ability to work independently and as part of a team.
  • Strong problem-solving and decision-making abilities.
  • Excellent de-escalation skills
WORK EXPERIENCE:
Minimum Qualifications:
  • Minimum 2 years of supervisory experience, preferably in a municipal or public sector setting.
Preferred Qualifications:
  • Comprehensive knowledge of handling third-party collections, bankruptcy cases, landlord-tenant disputes, power of sale proceedings, interactions with financial institutions, and compliance with privacy regulations.
  • Comprehensive knowledge of the Municipal Act, 2001 and other legislation relevant to municipal water and wastewater.
  • Ability to research and draft reports.
