Reporting to the Manager, Housing Stability and with day-to-day functional supervision by the Manager, Property Standards and Bylaws, the Community Development Coordinator is responsible for outreach visits with Bylaw Officers to locations known to have individuals who are precariously housed, at risk of homelessness, or experiencing homelessness to actively engage, build relationships, and create a case management plan based on individuals needs.

Many people experiencing homelessness are not aware of the support and resources available within the community and this position will be responsible for connecting with these individuals, assessing and addressing their needs and providing linkages to the Brantford-Brant Homelessness System of Care (BHSC) for more intensive supports.

The Community Development Coordinator would also be responsible to assist Property Standards officers while dealing with Lot Maintenance bylaw enforcement (e.g., waste) by linking individuals and families to supports.

Bylaw Officers often encounter households that are residing in substandard and unhygienic living conditions.

The Community Development Coordinator would work collaboratively with Bylaw Officers to bring properties into compliance while identifying vulnerable members of the community and connecting them to the necessary community resources.


QUALIFICATIONS

  • Possess a postsecondary degree or diploma in Social Work or another related social science or human services
  • Demonstrated minimum three (3) years' progressive experience in working with atrisk or homeless individuals demonstrated by frontline service delivery of housing stability or homelessness services or a related field
  • Proven ability to provide supports to people with mental health concerns experiencing and/or at risk of homelessness, as demonstrated through experience in supportive housing, community mental health or homelessness prevention and/or related fields such as addictions, family violence, criminal justice;
  • Experience and ability to appropriately assess, respond, problem solve situations based on available information, to deescalate interpersonal conflicts in an effective fashion through crisis intervention techniques and effectively perform job duties with minimum supervision
  • Ability to perform the physical requirements of the job including extensive walking, outdoor work in a variety of public locations, including streets, parks, ravines, under bridges and taking public transit, while carrying a backpack with outreach gear in order to provide services and supports to people who are homeless
  • Ability to work as a team member in a dynamic, complex environment and organize time and workload effectively, with ability to establish and maintain effective working relationships with clients, staff, community agencies and the public
  • Ability to prepare and write reports/records and to communicate effectively both orally and in writing with all levels of staff, the public, and clients while maintaining objectivity.
  • Understand the impact of poverty on individuals and its interconnectedness with health, social, emotional, behavioural and educational outcomes
  • Excellent knowledge of services and community service providers
  • Nonjudgemental attitude and solid understand of housing first, and harm reduction principles
  • Demonstrated sound judgement and responsibility as demonstrated by progressive work experience with increasing responsibility
  • Strong working knowledge of relevant provincial and federal legislation and guidelines related to health, income support programs, etc. such as Housing Services Act, the Residential Tenancies Act, social assistance legislation (Ontario Works and ODSP), Municipal Freedom of Information and Protection of Privacy Act
  • Demonstrated understanding of mental health issues, impacts and treatment in relationship between mental health and housing/homelessness; Familiarity with concurrent disorders and local addictiontreatment providers, as well as the social determinants of health is an asset
  • Selfstarter with the ability to organize and prioritize work in order to meet competing deadlines and to manage an ongoing caseload;
  • Creativity, adaptability, and ability to work independently and as an active team member as required
  • Experience in conflict resolution and excellent written and oral communication skills are essential
  • Possess a valid Class 'G' driver's license in good standing during the course of employment
  • Satisfactory Police Vulnerable Sector Check
  • Ability to work sensitively and effectively with people from various abilities, life situations and cultural backgrounds
  • Current First Aid / CPR certification
  • Naloxone training or willingness to obtain at hiring
