The Superintendent, Production Control & Reporting is accountable for supervising and enabling the activities of a group of employees engaged in the provision of labour resource planning and optimization and in the collection, interpretation and reporting of operational data related to mail processing, collection and delivery, and retail operations for centres covering a large geographic area with "C" and "D" size plants.

The Superintendent is responsible to ensure the integrity, accuracy and timeliness of all labour and volume data reported or required by the operations groups.

Sets the production and staffing requirements, which will enable the operations management team to achieve service, cost and quality objectives, with the agreement of the appropriate Process Owners and while respecting all obligations of the various Collective Agreements.

Is accountable for all staffing actions (PA) and employee movement and the implementation of the appropriate administrative and support procedures to ensure the accuracy and timeliness of these actions.


Responsibilities:

  • Supervises and provides guidance to employees engaged in Resource Optimization and Data Integrity roles in the PC&R group. Ensures through coaching, training and personal development activities that the group is efficient and effective at achieving its objectives and that members realize their full capability within the group and maximize their potential to contribute to other initiatives within the Corporation.
  • Ensures the provision and integrity of financial and performance related data required for effective management of all aspects of plant operations, collection and delivery and retail operations by coordinating data gathering, processing, analysis and reporting activities, by maintaining systems and processes current and by regularly reviewing systems and processes for overall effectiveness and capability.
  • Reviews and analyzes operational data on a regular basis using a thorough knowledge of postal operations, a variety of tools, analytical methods and business acumen to determine cost of labour resources for the client area. Examines historical and current data, future projections, attrition rates and other data to recognize and capitalize on opportunities to optimize labour resources and reduce operating costs.
  • Advises and consults with the local management team, including preparing and presenting proposals on matters related to labour resource utilization and operational data integrity; advocates for change and brings innovative ideas on ways to optimize labour planning and improve operational data integrity. Uses thorough knowledge of postal operations, analytical methods and business acumen, to analyze and interpret data, suggest optimum staffing levels and staffing mix options, and assess the impact of variances on total operating costs.
  • Develops and presents wellsupported recommendations on the optimum strategy for overall staff levels, labour mix, operating windows, usage of parttime schedules, overtime and temporary employees and other key elements affecting operating costs to illustrate to the management team the cost impacts of various operational decisions.
  • Integrates planning and production as well as implementation of initiatives by tracking key performance indicators and reporting on their financial impact on overall operating costs. Monitors and reports upon achievements against plan and assists the management team in the development of recovery plans when needed. Assists line managers to isolate variances and identify, document and monitor the implementation of appropriate remedial actions.

  • Responsible to ensure the formulation and maintenance of uptodate operational plans for plant operations, collection and delivery and retail operations, indicating staffing levels by shift, scheduling of shifts, break and meal periods, rotation patterns. Responsible to ensure the development of labour resource plans for statutory holidays and special mailings or nonroutine situations. Reviews and adjusts as necessary vacation leave quotas for each bidding area to ensure operational needs can be met at the lowest possible cost.
