JOB SUMMARY


Reporting to the Director of Facilities Management Services, the Security and Parking Services (SPS) Manager is responsible for providing a high level of organization and leadership skills to the Security, Crisis Management, and Parking Service efforts in the college.

The SPS Manager promotes and maintains a safe environment for students, staff, and visitors on campus grounds and in campus facilities in conformity with applicable laws, regulations, and codes.


DUTIES AND RESPONSIBILITIES

  • Overall responsibility for campus security, emergency measures, and parking (including enforcing the parking policy, ticketing, and parking module activities)
  • Assesses and troubleshoots/resolves problems as they arise and provides advice to department members on problem resolution in their area of expertise
  • Develop and implement procedures to enhance the operation of the department.
  • Participates in the development and implementation of new initiatives that support the strategic direction of the department and of the college and will keep abreast of new developments and trends in the fields of security, emergency measures, and parking management.
  • Identifies, develops, implements, enforces, and updates/maintains policies, procedures, programs, training manuals, and standard operating procedures (SOPs) related to campus public safety and emergency security actions
  • Oversees the department including but not limited to security and security operations, parking, emergency procedures, allocation of personnel, etc.
  • Represents the department and may take a leadership role on certain College committees, as related to their position or as requested by the Director of FMS and ITS
  • Manages and provides input for operating budgets for security, emergency measures, and parking services
  • Provides input for the department's work plan for security, emergency measures, and parking as needed
  • Makes recommendations for capital purchases to his/her direct supervisor
  • Makes recommendations for human resource requirements in his/her department to his/her supervisor along with appropriate justification
  • Supervises, trains, coaches, manages, and motivates direct reports and agency personnel
  • Maintains the department's weekly work and oncall schedules
  • Responds diplomatically to complaints regarding services rendered by personnel and ensure issues are addressed and rectified as necessary in a timely manner
  • Participates in conducting internal investigations of incidents where needed; provides documentation and participates in judiciary proceedings if required on the college's behalf
  • Liaise with various law enforcement authorities, emergency services authorities as well as the contracted agency management team and ensures that good working relationships are maintained
  • Performs security audits/surveys and risk assessments of various departments, buildings, and campus grounds (cameras, card readers, key system and key assignments, intrusion system, emergency phone system, etc.)
  • Participates in various prevention campaigns
  • Ensures regular updates to Emergency Measures Plan
  • Ensures safety and emergency training is available and given to students and employees as required
  • When needed may be called upon to assume the role and responsibility of Incident Commander or Emergency Measures Coordinator during a crisis, emergency, or disaster in accordance with the college's Emergency Measures Plan
  • Makes recommendations regarding college signage (wayfinding, building signs, emergency signage, etc.) to his/her direct supervisor

EDUCATION:
Bachelor's degree in a related field

SPECIFIC REQUIREMENTS

  • Appropriate credentials to legally work as a security officer in Quebec
  • Demonstrated ability to work and make crucial decisions under pressure, adapt to changing circumstances and priorities
  • Five years plus of relevant experience in a large organization with demonstrated competence in this field
  • Proven organizational and leadership skills with the ability to set priorities and multitask to meet deadlines
  • Proven experience to work autonomously and with mínimal guidance
  • Demonstrated decisionmaking skills and problemsolving skills
  • First Aid and CPR certification
  • Emergency Operations Centre Training is an asset
  • Certified Protection Professional (CPP) designation is an asset
  • Good knowledge of MS Office (Word, Excel, etc.)
