Supervisor - Transportation Operations (Continuous)

Engineering & Public Works Department:

POSITION FUNCTION
Coordinate and administer the transportation operations component of the Transportation and Infrastructure Design Section.

KEY DUTIES

Coordinate, assign, review and participate in the work of approximately 5 staff involved in transportation operations engineering; ensure schedules, procedures and established performance and safety standards are met; responsible for full supervision.


Administer, develop and implement the operation of the computerized traffic signal control system; evaluate traffic signal timing and traffic flow simulations using computer modelling software Coordinate the on-going review of city policy, land use changes and statistics to determine design requirements for streets and intersections; investigate congestion problems and review requests for traffic signal installations; make recommendations on bylaw and policy changes.


Liaise with and provide information to community associations and outside agencies on project rationale, requirements, progress and budgets; lead public open houses; represent the department in a advisory, liaison and resources capacity; respond to enquiries and complaints from the public and other departments regarding on-street regulations and bylaws; liaise with and provide technical information and analysis to staff, consultants and outside agencies regarding traffic movement, on-street regulations, cycling and pedestrian flow; administer various transportation management programs; prepare and present reports and recommendations on traffic operations and safety-related issues to City Council, advisory committees and other departments for information or approval.

Work with Supply Management Services on project requisitions; prepare requests for proposals and related documents in accordance with purchasing policy and procedures; assess and make recommendations in the selection and termination of external consultants, contractors and engineers; develop specifications for projects; liaise with and direct the work of consultants; prepare, review and recommend approval for tenders; ensure project schedules; negotiate and resolve disputes and represent the City in mediation - arbitration as required.

Participate in the development and implementation of departmental standards, procedures, specifications and long-term strategies.

Perform related duties where qualified.

INDEPENDENCE
Work is generated by committee requirements and development activity or assigned by supervisor.
Work is reviewed through reports and meetings with supervisor.
Issues such as staffing levels and proposed changes in policy and bylaws are discussed with supervisor.

KEY SKILLS AND ABILITIES
Organize and prioritize work of a subsection.
Working level operation of current City word processing, spreadsheet and related software.
Advanced level operation of City traffic system control and transportation engineering software.
Compose and present technical reports.
Facilitate public consultation meetings.
Read and interpret engineering codes, standards and drawings.
Maintain accurate records and prepare budgets.
Supervise a small staff.
Establish and maintain effective working relationships.
Represent the City to the public and outside agencies.

QUALIFICATIONS

Formal Education, Training and Occupational Certification:
Technical School Diploma in Transportation Technology. (3 years)
Registration or ability to register as an Applied Science Technologist (A.Sc.
T.) with the Applied Science Technologist and Technicians of BC (ASTTBC).
Accredited courses in leadership and management studies. (1 year)
Current and valid Class 5 B.C. Driver's Licence.

Experience:

3 years of related experience including supervisory experience.
or an equivalent combination of education and experience.

OTHER:

May be requested to substitute in a more senior position.

Work schedule:
Monday - Friday, 35 hour work week


$54.02 per hour, Pay Grade 17
