The Opportunity

The Revenue Division of the Ministry of Finance has an exciting opportunity for a collaborative, proactive and results oriented individual as the Executive Director, Audit , to lead the delivery and management of tax compliance programs to ensure that the province's consumption taxes – primarily the Provincial Sales Tax - are levied in a fair and equitable manner and that all amounts due to the government are identified. These tax programs generate more than $5 billion in annual revenue.

Reporting to the Assistant Deputy Minister, Revenue Division, the Executive Director is a key member of the Division's leadership team and will be expected to drive innovation, grow internal and external partnerships, and create a dynamic culture within the organization and be responsible for:

  • Leading a diverse team, with multiple, competing priorities in a supportive environment;
  • Promoting continuous education and development of employee skill sets to foster a professional and knowledgeable workforce;
  • Developing audit philosophy, procedures, and programs to ensure an efficient and effective level of audit coverage, education, and outreach for all consumption tax programs: PST, LCT, Fuel Tax, Tobacco Tax, IFTA, IRP and Beverage Container Program;
  • Resolving disputes and concerns with taxpayers, negotiating settlements, and representing the Ministry at all tax appeal hearings;
  • Aligning the Finance Commitment to Excellence and core values with the goals, activities, and day to day operations of the Branch;
  • Ensuring quality services are provided to clients as part of the overall enforcement of provincial taxes and education of taxpayers;
  • Developing and executing Division and Branch priorities, goals and objectives including performance measurements and service standards for the purposes of continuous improvement;
  • Proactively monitoring trends in the economy and their potential implications on provincial tax revenues and continued support of the Government's overall tax policies;
  • Building strategic, collaborative relationships with key ministries/agencies across government, business and industry sectors and First Nations and Métis communities; and,
  • Representing the Ministry and province on various federal/provincial/territorial councils to provide input and perspective on policies and standards.

Success is measured by meeting established client service standards, by meeting operational and strategic targets and priorities, and by employee engagement and client satisfaction.

  • Has the ability to anticipate, identify and evaluate the potential implications of changes in the economy and taxpayer attitudes and their impact on taxpayer compliance, identify and develop options and solutions and make policy recommendations;
  • Can achieve broad program objectives and arrive at mutually acceptable solutions;
  • Has exceptional communication, interpersonal and public relations skills and has the ability to establish and maintain effective and productive working relationships with diverse co-workers and client groups, including industry, other government personnel and the public;
  • Has extensive knowledge of the government's legislative, administrative, and human resource requirements, and is a proven leader with a sense of commitment, ownership and fairness;
  • Will be results oriented with the ability to establish new programs and policies;
  • Has a strong executive presence with a demonstrated ability to navigate difficult situations through relationship building and influencing others; and,
  • Has the ability to be persuasive, and tactful, have well-developed written and oral communication skills and the ability to work with, and influence, a variety of stakeholders.

To qualify for this leadership position , our candidate of choice will have:

  • Completion of post-secondary education in administration, accounting, public policy, or economics, with preference to an accounting designation;
  • Knowledge and progressive experience in the areas of tax administration and compliance; and
  • A proven track record in driving strategic and operational initiatives, putting employees and clients first, developing partnerships with stakeholders, recognized as accountable, innovative, a change agent and true influencer.
