Position Summary

This is a term position up to twelve (12) months.

The position safely and effectively performs a variety of duties related to traffic accommodations on City road right of way for various City crews or community groups working or using the road right of way; this will ensure the safety of both workers and the public.

This position could also be required to install banners and banner hardware, and assist in the construction and maintenance of other traffic control devices within the Traffic Control and Parking Branch.

This incumbent must be physically capable of performing all tasks assigned to the Traffic Control and Parking Branch. The position reports to a Supervisor.
Duties & Responsibilities

Plans, installs, maintains and removes the appropriate material used to control work zones in a manner that meets all local and legal requirements including drafting and execution of road closures and traffic accommodations.

Organizes and supervises work crews of four to eight, engaging in the maintenance, construction and operation of traffic control.

Leads, mentors and trains employees to ensure effective and efficient work processes and prepares recommendations to achieve uniformity in all work zones.

Enforces and ensures compliance of personnel crew, equipment and materials at worksites to meet Occupation Health and Safety standards and the City of Reginas right of way.

Coordinates resources, communication and work activities with other supervisory staff and employees to establish or adjust work schedules, processes to meet operational requirements, deadlines, targets, goals and objectives.

Monitors work zones to provide efficient movement of vehicles and pedestrians, while being safe to the public and designated work crews.

Proficiently maintains specialized equipment such as arrow boards, variable message boards and
Radar Speed Boards.

Inspects, assesses, troubleshoots, monitors, maintains and tests equipment of all traffic control devices as well as performing repairs and maintenance to ensure proper and full functionality.

Establishes and maintains inventory for parts, supplies, replacement units, tools, special equipment, and materials pertaining to the work area.
Keeps daily records of performed activities.
Represents the Traffic Control & Parking Branch at various meetings related to detours and restrictions.
Performs debris pick up due to accidents or incidents on the road right of way.

Oversees the activities of various community groups to assist them when setting up and maintaining traffic accommodations for events that use the road right of way.

Is responsible for ensuring the safety of individual workers, crews and the travelling public as per provincial legislation, including The Saskatchewan Employment Act, and any relevant City Bylaws.

Understands the required work process for the department, as well as other departments and branches within the City of Regina, to ensure safe work zones are set up.

As every situation is unique, judgement should be used when making modifications to ensure that each work zone is safe.

Interprets and communicates specifications, drawings, diagrams, manuals, work orders, City policies and standards to employees to ensure compliance.
Identifies and resolves risk management issues related to traffic control.
Assists in other areas of Traffic Operations in various capacities as the need arises. Maintains a good working relationship with fellow workers and supervisors.

Maintains work area and vehicle including storing, packing and filing of stock materials for the maintenance and construction of Traffic Control and Parking infrastructure.

Follows all rules and regulations that are set out in the Provincial Health and Safety Act, City of Regina Occupational Health and Safety Manual and National Safety Code.

Performs related duties as required. Knowledge, Skills & Abilities

Knowledge of the following is required:

Thorough knowledge of the general rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Procedures.

Knowledge of the uses of construction signs and traffic control devices.
Knowledge of the City of Reginas road system.
