Reporting to the Director, Collections and Membership Services (CMS) the Manager is responsible
for planning, managing and evaluating operations and services of the unit that leads Home Library
and Bookmobile Services as well as Fleet and Distribution Services. The Manager supports a team
of 65 staff working Monday to Saturday with 23 direct reports in the Mobile unit and the
Distribution Services Manager. The Manager is a member of a group of five Collections and
Membership Managers.

Staff are located at two different physical sites, as well as participating in logístical activities
throughout the City.

The Manager's annual key performance indicator is based on the efficient and effective rapid
delivery of materials between over 100 locations to ensure both a high level of proactive and
responsive customer service.

DUTIES:

Mobile Library Services and Fleet
Plans and manages work related to mobile library services including customer
engagement, experience, outreach and promotion.

Manages and monitors division for efficient, steady movement of materials to customers
with respect to priority and demand.

Develops goals and objectives for the area of responsibility and monitors operation in
relation to these goals.

Manages and validates the writing and updating for all processes in the unit for consistency
and ease of use for new team members of local practices.

Accountable for the effective management of financial and human resources for both
mobile library services and library logistics including fleet and distribution services logistics.

Works closely with all CMS managers to ensure the workflows accurately reflect system
service objectives.

Regularly works with CMS staff and management team to set goals, review projects and
regularly assess recommendations for changes in procedures to enhance efficiency.

Determines service standards for customers in consultation with system staff.
Leads the support of the above with Manager of Distribution Services for system fleet and

technical services logistics.

People Leadership
Hires new staff, transfers, promotes, approves wage increases and conducts performance
evaluations.

Disciplines, terminates, participates in grievance procedures and administers collective
agreements as required.

Ensures training and development of staff to optimize quality of work and service delivery
Ensures appropriate staffing levels are maintained (approving/rejecting vacation requests)
Communicates frequently with staff on a wide variety of topics, develops staff, coaches for

quality service, and manages performance.

Planning, Policies and Procedures
Effectively communicates policies, programs and priorities of the team and system and
aligns and motivates staff to a shared vision.

Represents the unit on various system working groups and committees.
Monitors external social, economics, political and environmental trends that affect mobile

library services and library logistic services.

Technology
Keeps staff and system up to date on changes related to mobile library and logístical
systems including enhancements, updates and outages in relation to both the central
sorter and fleet.

Develops and maintains a solid understanding of all technology related to the work of the
unit through experience, training and other professional development. Regularly analyze

and audit useful aspects of the library system and other products and communicate with
vendors as necessary.

QUALIFICATIONS:

Post-graduate university degree in library or information science from an accredited
program, or a recognized library degree equivalent

Minimum of three years of experience in a public library environment with a minimum of
one year of management experience in a multi-branch system including responsibilities for
service evaluation and logistics.

Experience managing both public and logístical support services in a large urban public
library environment.

Experience with various workflows for library materials management with a focus on
customer service.

In-depth knowledge and experience with an integrated library system and related
technology and how the work of the unit affects access to library materials across the
system.

Thorough knowledge of legislated health and safety requirements related to fleet
operations.

Ability to demonstrate vision, strategic thinking, collaboration and inclusive leadership
skills, flexibility and adaptability and a willingness to embrace and drive change.

Ability to recognize and set priorities and to use initiative and independent management
decision making.
