Reporting to the Senior Director, Business Operations, the Manager, Operations Compliance is responsible for the development and implementation of an operations compliance framework and sub-programs within the Operations division.

It will focus on ensuring that services provided by the Operations division and its vendors are in compliance with applicable legislative, standards, and contractual requirements.

The incumbent will leverage data to drive the management of compliance risks and inform quality improvement initiatives.

As well, the incumbent will liaise with the Regional Operations teams, as well with key partners such as Strategic Procurement & Vendor Management, Internal Audit, and Legal Services, to identify and assess compliance risks to inform the implementation of actions to address non-compliance.


The Manager, Operations Compliance will participate as a key member of the Business Operations and will serve as a support to the Regional Operations teams and Operations division at large.

What you'll do

  • Compliance & Risk Management_
  • Develop and implement operations compliance framework across the Operations division to identify, assess, and mitigate compliance risks;
  • Develop and implement contract compliance programs with vendors to ensure ongoing adherence to contract requirements to identify and mitigate issues risks;
  • Engage with Regional Operations teams, specifically with the General Managers and Assistant General Managers to identify areas of potential noncompliance;
  • Develop and implement compliance management plans, in collaboration with Regional Operations teams, to address noncompliance; and
  • Manager, Operations Compliance will engage with key partners, Strategic Procurement & Vendor Management and Internal Audit, and Legal Services to manage compliance risks in the Operations division.
  • Research, Strategy, and Policy Development_
  • Conduct assessment and analysis of regulatory and legislative environment to identify emerging issues and impacts to operations service delivery;
  • Partner with the Regional Operations teams to manage changes in vendors and/or property management services, to minimizes the impact on tenants and front line staff;
  • Draft RFx for services provided in the Operations division (e.g. laundry services, property management, repairs and maintenance, demand maintenance vendor roster etc.);
  • Mitigating Contract Non-Compliance_
  • Develop and implement compliance inspection program that would include randomized inspections to inform compliance and quality improvement initiatives;
  • Develop and implement compliance management actions, in collaboration with Regional Operations teams, to address noncompliance;
  • Plan and implement consultation and communication to tenants related to compliance (e.g. contract, vendor) management; and
  • Liaise with vendors to raise issues of contract noncompliance.
  • Leadership_
  • Provides leadership and effective management of staff including setting appropriate context, building a positive and productive team, effectively managing performance, identifying and resolving compliance issues to ensure adherence to TCHC policies and controls;
  • Prepares reports for various stakeholders including the Senior Director, Chief Operating Officer, Executive Leadership Team, and the Board;
  • Ensures development and execution of progressive performance plans and a service delivery model within their team;
  • Maintains adherence to established human resources policies and procedure including collective agreements; and
  • Promotes the Toronto Community Housing Culture Model within the Unit

What you'll need

  • University degree or equivalent combination of formal education and experience in business, compliance management, or risk management;
  • 5 years experience in compliance or risk management, preferably in a highly regulated environment in the public sector; experience in formal people leadership roles required;
  • Good strategic thinking and decision making skills; the ability to develop creative solutions for a variety of current and emerging organizational and industry challenges;
  • Welldeveloped people leadership and relationship building skills;
  • Political savvy and the ability to maneuver through complex situations effectively with patience, diplomacy and sensitivity;
  • Strong negotiating and influencing skills;
  • Excellent communication skills (verbal and written); able to take and defend unpopular positions, and capable of establishing a high level of credibility,
