  • The Traffic Data Analyst is responsible for carrying out and providing technical support for all types of traffic data collection activities including, but not limited to, traffic volume studies (daily volume and peak hour), speed studies, origin / destination studies, parking studies, signal warrants, stop sign warrants, leftturn investigations, etc. The Traffic Data Analyst also assists the Road Safety & Transportation Program Engineers in the administration of HRM's Traffic Calming Administrative Order and Strategic Road Safety Plan. Under the direction of the Supervisor, Road Safety & Transportation, the Traffic Data Analyst also provides functional direction of one Traffic Data Technician working within the traffic data collection program. The Traffic Data Analyst reports to the Supervisor, Road Safety & Transportation and provides support to Traffic Management as well as other HRM Business Units in their various activities pertaining to the regional roadway network through the collection, analysis, storage, retrieval and reporting of traffic related data. This position requires a team player with a high level of initiative, an eye for detail and innovation.
    DUTIES AND RESPONSIBILITIES
  • Provides training, guidance and functional direction to one Traffic Data Technician involved in the data collection program.
  • Schedules and prioritizes the work to be carried out as part of the traffic data collection program.
  • Coordinates with various internal HRM departments to develop a multimodal permanent counting system.
  • Reviews seasonal traffic fluctuations and maintains HRM's seasonal adjustment factors.
  • Arranges and participates in traffic engineering surveys related to vehicle, pedestrian and cyclist volumes, travel patterns and speeds.
  • Provides occasional support to the Traffic Data Technicians to carry out field installations of traffic data collection equipment.
  • Accesses data from permanent and temporary traffic count stations.
  • Accesses internal vehicle collision databases, compiles statistics and provides summary reports on collision patterns at specific locations as requested.
  • Reviews and validates all traffic data reports.
  • Maintains traffic data records on electronic databases.
  • Works with the ICT section, as required, to ensure the traffic database meets operational needs and identifies opportunities for improvements.
  • Responds to requests from internal HRM staff, other levels of government, consultants, commercial business operators and residents related to traffic volume and collision data.
  • Identifies and develops new approaches to data collection, analysis, storage and reporting in order to improve the effectiveness and efficiency of the data collection program.
  • Researches and remains current with new traffic data collection technology and data collection procedures.
  • Initiates requisitions for equipment repair and purchase of required hardware and supplies for the approval of the Supervisor.
  • Supports the Program Engineer in the administration of HRM's Traffic Calming Administrative Order.
  • Performs other related duties as assigned.

QUALIFICATIONS

Education & Experience

  • Diploma in Engineering Technology (twoyear program), with emphasis on traffic analysis or equivalent Diploma or Degree, such as, Diploma of Engineering, Bachelor of Engineering, CET, etc.
  • Five years experience in a technical position related to traffic/transportation operations and/or traffic data collection and analysis.
  • Must have and maintain a valid Nova Scotia Driver's License, own and be willing to use a personal vehicle during work hours, for work purposes, with reimbursement in accordance with HRM Local Travel Policy.

Technical/Job Specific Knowledge and Abilities

  • Thorough knowledge of the various studies used in the collection of traffic data.
  • Sound knowledge of the setup and operation of various types of traffic data collection equipment.
  • General knowledge of Traffic Engineering principles associated with traffic data collection, analysis, interpretation and presentation.
  • Ability to work with computers, with proficiency in word processing, spread sheets, and data bases.
  • Physical ability to lift, install, and manoeuvre equipment in varying environments.
  • Thorough knowledge of the geography of the Halifax Regional Municipality.
  • Functional knowledge of HRM's Traffic Calming Administrative Order and Strategic Road Safety Plan.
