Apply your expertise in risk management in this exciting role with the Ontario Financing Authority (OFA). The Ontario Financing Authority (OFA), the borrowing and debt management agency of the Province of Ontario, is seeking a dedicated risk professional who can thrive in a dynamic, high-profile, fast-paced team environment. As a key member of the Risk Management Division - Data Analytics & Enterprise Risk Management (ERM) Team, you will primarily provide expert analysis and advice on risk management (financial and enterprise risk), risk policies and frameworks, as well as related systems application/implementation.

About the OFA:

The OFA was established by the Capital Investment Plan Act, 1993 (CIPA) and performs the following activities:
- conducts borrowing, investment, and financial risk management for the Province of Ontario
- manages the Provincial debt, provides financial and centralized cash management services for the government
- advises ministries, Crown agencies and other public bodies on financial policies and projects
- assists Crown agencies and other public bodies in borrowing and investing
- acts as an intermediary for the Province in lending to certain public bodies and invests on behalf of some public bodies
- OFA employees are appointed pursuant to the Public Service of Ontario Act and you will retain your seniority date, pension and benefits

The OFA also provides a broad range of financial services to the Ontario Electricity.

What can I expect to do in this role?You will:

• Update policies and procedures to reflect changes in the capital market and enterprise risk environment
• Develop and evaluate new methodologies for risk and performance measurement for the OFA's risk management programs
• Contribute and prepare government publication narratives and related briefing notes and materials
• Analyze the provincial debt portfolio and interest on debt
• Perform and report stress-testing of the borrowing and debt management programs
• Develop and prepare enterprise risk evaluation processes and reporting
• Evaluate the specification, development, and implementation of risk systems
• Implement and evaluate risk measurements for the OFA
• Monitor industry changes in risk reporting practices
• Liaise with key stakeholders, teams and divisions across the organization

How do I qualify?Technical Skills and Knowledge:You have strong knowledge/experience in:

• quantitative investment methods
• capital markets, fixed-income securities and derivatives, hedging concepts
• Enterprise risk and delivering ERM projects
• risk identification, assessment, and measurements
• financial statement analysis
• corporate finance, capital structure, and risk management policies
• credit, interest rate, and foreign currency risk
• securities valuation methodologies
• portfolio management and performance measurement

Research, Leadership and Organizational Skills & Knowledge:• You have knowledge of research methodologies, statistical analysis, and data collection and analysis techniques
• You have highly developed analytical, research, and interpersonal skills
• You are able to provide team and project leadership skills and complete project within tight deadlines
• You have strong communication skills, can prepare briefing materials, dashboards, and present information to senior management

Accounting and Computer Skills:• You have strong skills in economics, mathematics and statistics.
• You are familiar with international financial markets
• You understand accounting principles regarding budget, variance and attribution analyses
• You have knowledge of utilizing and querying data from databases, able to use database and dashboard applications and programming languages (e.g. PowerBI, Python, SQL)
