What can I expect to do in this role?In this role, you will:

• Operate forecasting models, validate expected modelling behaviours, and report on the future state of infrastructure
• Lead the provision of quantitative, economic, financial and strategic research and analysis in infrastructure policy and planning initiatives
• Design and implement capacity-enhancing tools, data models and processes to support infrastructure policy, and a culture of evidence-based decision making
• Provide analytical advice to ministries on enhancing their long-term infrastructure asset management planning, needs assessment and forecasting, business case development, and post-implementation performance measurement tools and programs
• Prepare and present briefings, advice, solutions and strategies on quantitative issues related to infrastructure policy

How do I qualify?Technical Knowledge and Skills• You have knowledge of microeconomic theory, public finance, economics, business administration statistics or a related discipline, to manage quantitative, economic, financial, policy and strategic advice
• You have strong computer-based quantitative skills including data analysis/data science using a programming language (e.g. R studio, Python, C, VBA, etc.).
• You are familiar with the government's issues and challenges for infrastructure policy
• You have the ability to acquire knowledge of infrastructure sector(s), asset management with Ontario data

Communication and Interpersonal Skills• You have excellent oral and written communication skills to prepare complex written materials, deliver presentations to senior executives, and explain technical information, modelling processes or analytical results clearly
• You can build and maintain positive and trusting working relationships with internal and external partners
• You are flexible to work dynamically in a small multi-disciplinary team on research that spans data science, economics, statistics, finance, engineering and government policy

Research and Analytical Skills• You can conduct extensive research and analysis, and develop complex quantitative models
• You can practically apply data science and statistical analysis to contextualize data into evidence (using R studio or other tools)
• You can pull together information from multiple sources to join data, address gaps, and standardize data (using R studio or other tools)
• You can roll up your sleeves to clean data and maintain resilience through data & and modelling obstacles
• You possess strong research integrity and persistently strive for truth and accuracy

Project Management and Leadership Skills• You can use your project management skills to work effectively with internal and external stakeholders to plan for project delivery and key initiatives within expected timelines and ensure accountability
• You can coach/train staff on techniques and strategies to enhance their network of contacts, use new data sources, improve quantitative techniques and use specialized software

Capital and Financial Planning Knowledge• You have knowledge of capital planning, allocation processes, and capital needs assessment
• You have knowledge of budgeting, financial management, and procurement processes to provide strategic advice on infrastructure priorities.
