Within the Population Health and Value Based Health Systems portfolio, the Patient Reported Experience Measures/Patient Reported Outcome Measures (PREMs/PROMs) team is focused on developing and implementing tools, methodologies, digital products, and evaluations to improve patient experiences and outcomes, particularly in Ontario Health Teams (OHTs). The Director, PRM oversees multiple programs and special projects in these focus areas. The Director participates in strategic planning, oversees the design, development, and implementation of PRM programs, and is responsible for the evaluation and improvement of PRM programs in collaboration with clinical/academic experts in the industry. The Director is accountable for ensuring effective program design and delivery, collaboration with key stakeholders, and partnership across Ontario Health on digital product/vendor management processes. The Director will provide leading edge expertise and uphold evidence-based PRM practices both internally as well as to the broader sector.

Here is what you will be doing:

Provides leadership to implement and support Population Health initiatives related to PREM/PROMs, including oversight of PRM design, implementation, and evaluation

Manages highly political, complex program requirements with a high degree of administrative inputs to inform decision making (i.e., briefing notes, presentations, funding requests, roadmaps)

Provides deep understanding of regional/provincial PRM initiatives spanning all aspects of the project management lifecycle including planning, developing, delivering, and supporting digitally enabled platforms

Works closely with internal and Ministry colleagues, clinical champions, and strategic partners (e.g., Canadian Institute for Health Information) to advance PREM/PROM priorities, including acting as a leader and co-chair on relevant advisory/expert panels and steering committees

Partners with patients, families, caregivers, staff and providers to enhance knowledge translation and exchange of patient-reported measurement priorities at a provincial (and potentially national) scale

Provides expertise and acts as a spokesperson for PREM/PROM on behalf of Ontario Health

Provides input into the use of data and analytics to improve equity/quality at all levels of the system using provincial PRM databases (e.g., Analytics Data Hub) and other Ontario Health data holdings

Well-versed in provincial digital implementations, including vendor management and contracts/procurement

Provides leadership on PREM/PROM survey design/methods, and evaluation

Contributes to Ontario Health's corporate strategic plan and operational roadmap

Oversees the annual work plan and determines the human and financial resources necessary to implement quality improvement initiatives which align OH's strategic plan

Provides full scope of leadership responsibilities to a team of function-specific resources including recruitment, setting/measuring performance outcomes, career development/counselling, approval of leadership and training opportunities.

Ensures that work is undertaken in accordance with OH's guiding principles and is aligned with the mission, vision, and other corporate priorities

Identifies operational and improvement opportunities by monitoring and measuring the portfolio's performance

Cultivates innovative system thinking and planning

Sponsors PRM-related publications, research, evaluation, and guidelines/best practices

Liaises amongst OH portfolios to ensure commitments are met and risks are managed

Manages several teams and will work with HR to improve effectiveness, culture and efficiency

Here is what you will need to be successful:

Education and Experience

Completion of a Master's degree in Health or Business Administration, Public Health, Epidemiology, or another relevant field

Over 10 years working experience, including a minimum of five years in a recent senior/team management role in health care

An understanding of Ontario's health care system, including the OHT mandate

Applied knowledge and experience with person/patient-reported measurement

Experience with large-scale digitally enabled projects and programs of a complex nature

Experience in project management and quality improvement is an asset

Experience engaging with patients, families, and caregivers through excellent communication and interpersonal skills, to collaborate (or manage) with stakeholders coming from a variety of perspectives

Demonstrated ability to work collaboratively with diverse stakeholders, including senior management, clinicians, scientists, staff and external partners in a multi-disciplinary environment

Senior level knowledge of key management practices for leadership - people, process, technology

Experience managing and monitoring budgets

Knowledge and Skills

Proven ability to lead high-performing teams and superb management skills

Solid problem-solving techniques and facilitation skills

System-level thinker and persuasive communicator

Broad understanding of changing priorities, trends, legislative requirements and/or other internal and external emerging issues and their potential impacts on goals, priorities and activities within the function and across the organization

Excellent written and verbal communication skills.
