About the Role:
As the Manager, Recreation Facilities, you will be at the helm of Kingston's premier recreational assets, including our arenas, marinas, pools, community centers, and the renowned Slush Puppie Place—a large venue entertainment centre and home of the Kingston Frontenac's. Reporting directly to the Director of Recreation and Leisure Services, you will oversee the operations and infrastructure projects that bring joy, wellness, and connection to our residents.
What You'll Do:
Leadership: Drive the planning, development, and execution of operational and capital initiatives. Ensure our facilities not only meet but exceed the expectations of our community.
Labour Relations, HR Processes & Change Management: Lead with a strong focus on fostering positive labour relations, ensuring compliance with collective agreements and employment standards. You will play a key role in aligning HR processes with the corporation's vision, from staff recruitment and development to performance management and employee engagement. As part of this, you will spearhead change management initiatives, guiding your team through transitions and ensuring smooth implementation of new policies, procedures, and practices.
Health & Safety Champion: Lead a culture of safety, compliance, and respect, ensuring all operations align with the Occupational Health & Safety Act and the Accessibility for Ontarians with Disabilities Act (AODA).
Team Development: Inspire and mentor your team, fostering a supportive environment where professional growth and excellence thrive.
Asset Management: Oversee the implementation of the City's asset management program as it relates to recreation facilities, ensuring that all assets are effectively maintained, optimized, and aligned with long-term strategic goals.
Public Engagement: Collaborate with the community to shape policies, procedures, and service standards that reflect the diverse needs of our residents.
Operational Oversight: Manage budgets, resources, and schedules to maintain the highest standards in facility operations.
A Degree or Diploma in Facilities Management, Recreation Leadership, Sports Administration/Management, or a related field.
A minimum of 5 years of management experience in multi-purpose recreation facilities.
Proven project management experience delivering municipal recreation projects, with a strong ability to manage timelines, budgets, and stakeholder expectations.
Experience with scheduling and leading large, complex teams.
Strong understanding and experience in labour relations, including adherence to collective agreements and HR processes.
Experience in change management and leading teams through transitions is highly valued.
Certifications such as Basic Refrigeration and Certified Pool Operator (CPO) are an asset.
Strong public engagement skills and a passion for customer experience.
A valid Class "G" driver's license and the ability to work outside regular business hours as required.
Ability to anticipate, understand and respond to the needs of internal and external customers
Knowledge of facility operations and practices
Excellent problem solving, conflict resolution, and mediation skills
Ability to liaise with and build relationships with internal and external stakeholders such as all levels of government, community services, residents, and staff
Highly developed analytical and research skills with the ability to formulate solutions to complex issues
Ability to manage financial, human, and physical resources
Ability to plan and oversee large scale operational and capital budgets
Ability to create effective annual maintenance plans for all recreation facilities and to lead a supervisory team during the implementation process
Ability to evaluate the effectiveness of decisions and the application of control and management processes
Strong leadership and team building skills, with the ability to prioritize, mentor and manage a team
Ability to lead and motivate staff and provide guidance on strategic, operational, and technical matters
Working knowledge of municipal, provincial, and federal government acts and legislation, including occupational health and safety, employment standards, human rights act, collective agreements, and municipal by-laws
Strong knowledge of procurement practices and processes
Prepare related Council and Committee reports based on subject matter expertise
Ability to exercise good judgment and initiative and work collaboratively with others
Strong computer skills including MS Office
Ability to work under pressure and with tight deadlines
Ability to work outside regular business hours as required
Required to obtain and maintain a satisfactory criminal record check
