About the Position

Reporting to the Divisional Manager of Public Affairs, the Public Affairs Analyst will conduct policy research, issues monitoring, the preparation of materials including briefings, presentations, proposals, submissions, and other policy documents as needed. Key files will include Poverty Reduction, Housing and Homelessness, Indigenous Affairs, Community Social Services, Correctional and Justice Services, and Modern Slavery and Human Trafficking. Note that assigned files may change over time and priorities will be determined in collaboration with the Divisional Manager of Public Affairs.

KEY RESPONSIBILITIES:

  • Monitor issues, developments, trends, and opportunities in key policy areas.
  • Conduct policy research and analysis on priority issues within assigned files and others as needed.
  • Prepare documentation, briefing notes, reports, and regular updates on specific topics for internal and external use.
  • Provide support to program development and organizational strategy.
  • Provide support to the Marketing and Communications teams, including producing speaking notes for senior executives, planning, and executive advocacy events such as Lobby Days, roundtables, etc.
  • Develop and maintain contacts with external policy analysts and organizations working on similar files, act as primary liaison at the working level.
  • Identify and pursue opportunities for building the external profile and thought leadership of The Salvation Army in British Columbia (i.e., panel presentations, conference speaking roles, op­ eds, partnering with other organizations for research projects, etc.)
  • Support development of increased policy awareness and capacity within The Salvation Army in British Columbia through initiation and participation in information sharing and other internal mechanisms.
  • Represent the Public Affairs team on internal and external working groups where appropriate.
  • Assist with the tracking and reporting of lobbying activities across the province, and assist with creating and presenting informative training modules on provincial lobbying rules

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

  • University degree in political science, public policy, Canadian studies, communications, etc. and a professional designation or experience in a specialized area of social policy would be an asset
  • Must provide an original copy of a Background Check screening that is satisfactory to The Salvation Army, in its sole discretion, is required. The screening is secured either through the national Canadian Police Information Centre (CPIC) or through a local police detachment.
  • Alternative combinations of education and experience may be considered.
  • Must be eligible to register as a lobbyist, where applicable, in British Columbia and Canada.

Experience and Skilled Knowledge Requirements

  • A minimum of two years of experience in a related role.
  • Previous experience with government or collaborating with government would be an asset.
  • Demonstrated ability to quickly adapt, maintain focus, and with a high degree of accuracy while working with complex data under considerable deadline pressure.
  • Demonstrated ability to think analytically and creatively, utilizing strategic skills.
  • Bilingual in English and French would be an asset.
  • Experience working with Indigenous communities would be an asset.
  • Strong computer skills with MS office; utilizing computer technology for communication, data gathering and reporting activities.
  • Develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities

  • Represent the organization in a professional and engaging manner.
  • High level of initiative, tact and diplomacy and discretion.
  • Working independently, as well as with teams.
  • Excellent communication skills (oral, written and presentation) - communicates effectively and professionally.
  • Strong research, writing skills, planning, organizational and prioritization skills.
  • Strong interpersonal skills and the ability to work with people at all levels, both internally and externally.

Compensation

The target hiring range for this position is $59,986 to $74,982 with the ability to progress to a maximum of $89,979. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
