The University of Ottawa Library consists of three main libraries - the Morisset Library (arts and sciences), the Brian Dickson Law Library and the Health Sciences Library - in addition to a number of specialized research collections. It employs some 150 staff, including 55 librarians, serving students, faculty and staff of the University.

Provides the Library with a strategic IT and technological vision, along with leading edge technological applications, products and systems to assist in the fulfillment of the Library’s mandate. Provides leadership and direction to a team of professional and technical staff. Provides technological and strategic advice on the use of information management technologies to the Library Management Team (University Librarian and Vice-Provost (ULVP), Associated University Librarian (AUL), CAO, and Management Group (GdeG)). Is responsible for highly valued IT assets on which the library’s business operations are completely dependent.
Strategic planning: Is responsible for the short-term and long-term strategic planning of all the IT assets of the Library. Analyzes the needs of the Library, prepares budget requirements and makes recommendations to the CAO for future replacements, upgrades or enhancements of all IT resources (software, hardware and infrastructure).
Collaborates with managers and clients to identify new business needs and other opportunities for technology to be applied to solve business problems, increase administrative efficiency and lower administrative costs, and improve services.
Business process analysis and design: Oversees the design of complete solutions to complex business problems using expert knowledge of technology, business process analysis techniques, business process re-engineering, and workflow analysis.
System design and Project management: Oversees the creation of detailed project plans using sophisticated tools with a detailed understanding of project planning techniques and critical path analysis concepts.
Operations and technical resources management: and ensures that services are completed on schedule and at the highest levels of quality. 
University degree in Computer Science, Management Information Systems (MIS) or related field or an equivalent combination of education and experience. A Master’s degree in a related field would be an asset.
Minimum 10 years of experience in a complex and diverse IT environment demonstrating experience in project planning and management, risk analysis and IT resources management.
Knowledge of the University’s business operations, priorities, policies, procedures, standards, and security guidelines.
In-depth knowledge of computing software and hardware, network and multimedia equipment, development methodologies, tools, and techniques (systems analysis, data modelling, database design, system design, programming, quality assurance, documentation, change and problem management, etc.).
In-depth knowledge of best practices related to IT service management.
Experience using software metrics; Experience in managing a team of IT professionals, including hiring, supervising, coaching, and managing performance. 
Experience in negotiating, implementing, and monitoring service level agreements.
Experience in planning and managing IT projects budgets. 
Strong organizational skills to manage multiple priorities and meet strict deadlines.
Ability to proactively keep abreast of new/emerging technologies.
Bilingualism - French and English (spoken and written).

The rating is determined by a proficiency test designed by the Official Languages and Bilingualism Institute. Prior to May 1, 2022, the University required all students, faculty, staff, and visitors (including contractors) to be fully vaccinated against Covid-19 as defined in Policy 129 – Covid-19 Vaccination. This policy was suspended effective May 1, 2022 but may be reinstated at any point in the future depending on public health guidelines and the recommendations of experts.
