To assist with assigned policy projects including research and data requests, consultation with other internal and external stakeholders and technical experts; analysis and development of policy and program alternatives; and development of recommendations on a wide range of issues that affect Legal Aid BC.

PARTICIPATES IN RESEARCH, ANALYSIS, DEVELOPMENT AND EVALUATION OF LABC POLICY AND PROCEDURES:
Undertakes the development or review of new or amended policies and initiatives as directed, including identifying issues, conducting research, synthesizing information, analyzing costs, impacts, risk and benefit, and developing mitigation strategies, and surveying other jurisdictions and researching best practices;
Creates a work environment that embodies Truth and Reconciliation, Equity, Diversity, and Inclusion to lead/facilitate consultative processes with internal stakeholders to obtain feedback on proposed policy and legislation;
Reviews options consistent with LABC goals and priorities and incorporates evidence-based, comprehensive research and analysis;
Participates in policy analysis and studies, conceptualizes and develops policy frameworks for initiatives and policy options;
Uses research and evaluation tools to collect and analyze data using research and evaluation techniques;
Works closely with the Policy Analysts, Senior Policy Analyst and Department Manager to assist in the review and analysis of more complex issues;
Provides policy support to Divisions involved in operational or program policy development; Provides support in the preparation of interim reports to identify evolving issues or trends; participates in post implementation meetings to evaluate effectiveness of policy or legislative changes and identify follow-up steps that will be taken.
PROVIDE RESEARCH AND ANALYTICAL SUPPORT IN THE IMPLEMENTATION OF LABC’S PROGRAMS AND INITIATIVES :
Works closely with other departments in conducting analysis of current policies;
Ensures that LABC policies consider Truth and Reconciliation, Equity, Diversity, and Inclusion and are in alignment with LABC’s EDI programs and initiatives;
Monitors issues and trends regarding the provision of legal services, legislative and policy developments within BC and other jurisdictions;
Drafts a variety of documents required for policy initiatives, and project documents
Reviews and edits documents for consistency with legislation, LABC objectives, clarity, relevance and quality of recommendations, options and alternatives to verify they reflect LABC policy and are consistent among different programs;
Participates in the development of the department, divisional and LABC service plans, including the development of new initiatives, drafting of reform papers, assessment of policy, and administrative and financial implications of new initiatives and changes in program delivery;
Bachelor of Arts degree from an accredited university
Intermediate knowledge of general software applications, including MS Office, information systems, and databases
Knowledge of Legal Aid BC policies and procedures
Knowledge of Truth and Reconciliation, Equity, Diversity, and Inclusion issues.
Knowledge of legal processes
Knowledge of social justice community issues and the Canadian justice and legal system
Ability to research, collect, organize, and analyze data, and write policy
Ability to communicate effectively, orally and in writing
Ability to present policy and legal information and interpretation to both legal and lay audiences, including those within the organization and external authorities
Ability to function independently and under pressure and to support a variety of diverse projects concurrently
Must have excellent administrative, analytical, organizational and planning skills
