About the Project Pape Tunnel Underground Stations (PTUS), a vital segment of the Ontario Line, enhances connectivity, reduces congestion, and supports sustainable growth in Toronto. Webuild, in joint venture, leads this project—constructing 3.2 km of tunnel using advanced technology and two underground stations designed for future capacity, safety, accessibility, and seamless integration with Toronto’s transit network. To learn more about our project: Ontario Line - Pape Tunnel and Underground Stations (infrastructureontario.ca) About the Job We are hiring a Labour Relations Manager to join our Human Resources team on the Pape North Connect project. This position reports to the Human Resources Manager. What You Will Be Doing? The Labour Relations Manager is responsible for supporting the human resources initiatives as they pertain to the Project. This includes but is not limited to: Lead recruitment for positions within the Labour Relations portfolio, mainly including site staff such as Foreman, Pipe-layers, Labourers and Operators. Act as main point of contact and provide labour relations advice and consultation to managements teams, Site Superintendents, Foremen and unionized employees. Review all inquiries, concerns and needs of the unionized employees and respond and disseminate information accordingly in a timely manner. Support the performance management process for unionized employees by guiding site superintendents and foreman through the process. Ensure that the managers, company, and other related parties are operating within the requirements of the collective agreement(s). Prepare documentation requested by employees, such as employment verification letters etc. Maintain ongoing communication and regular site visits to support morale, escalate concerns, and keep field staff updated. Lead onboarding for unionized employees, including completion of new hire documentation. Maintain employee files, including training records and expiry dates, crew lists by project, active and inactive status, employee availability projections and seniority lists as per the company’s established processes and systems. Monitor hours of service to ensure remuneration is aligned with collective agreement. Participate in corporate-wide HR initiatives and support the development of improved employee relations across HR, including job specific training, health and safety training, and leadership training. Maintain record and tracking of crews, taking into consideration the superintendents request and the project needs. Move crews/people accordingly. Manage the grievance process, including investigations, hearings, and arbitrations, with a focus on timely and effective resolution. Ensure full compliance with labor laws, employment standards, health & safety regulations, and internal HR policies. Partner with legal and HR teams to interpret legislation, mitigate risks, and implement consistent policies across the project. What We Are Looking For? Bachelor’s or Master’s degree in Human Resources, Industrial Relations, Business Administration, or a related field. Professional HR designation (CHRL, SHRM-CP/SCP, or equivalent) strongly preferred. 7+ years of progressive HR experience, with at least 3–5 years in a unionized environment. Previous experience in the construction, infrastructure, or transit industry is a strong asset. Proven success negotiating and administering collective bargaining agreements. Demonstrated ability to manage grievance procedures, arbitrations, and union interactions. Experience with conflict resolution, workplace investigations, and employee engagement strategies. In-depth knowledge of labor laws, employment standards, and health & safety regulations. Strong communication, negotiation, and mediation skills with the ability to influence and build trust. Exceptional problem-solving and analytical skills to address complex labor issues. Ability to balance the needs of the business with fair treatment of employees and union partners.
