About Musqueam

We are traditional hən̓q̓əmin̓əm̓ speaking people. Today, we are a strong, growing community of over 1,300 members. We live on a small portion of our traditional territory, known as the Musqueam Indian Reserve, located south of Marine Drive near the mouth of the Fraser River. The name Musqueam relates back to the River Plant, the name of the plant is məθkʷəy̓. There is a story that has been passed on from generation to generation that explains how we became known as the xʷməθkʷəy̓əm (Musqueam) - People of the River Plant. We have always moved throughout our territory using the resources it provides for fishing, hunting, trapping and gathering. We remain distinct and our cultural practices are strong, despite the devastating impacts of residential schools, colonial laws banning our ceremonies, and other attempts to assimilate our people. Our lands and waters continue to support our cultural and economic practices while serving as a source of knowledge and memory, encoded with our teachings and laws. Position Summary :

The Project Analyst reports to the Manager, Intergovernmental Affairs. The Projects Analyst will act as the primary contact person for external project proponents and facilitates productive working relationships. The Projects Analyst will be responsible for reviewing referrals and identifying impacts on Musqueam interests, including Aboriginal title and rights. The position will require coordinating review and communication between Musqueam departments and integrating comments into correspondence with government and non-government organizations. The Projects Analyst will also provide advice and recommendations to decision-makers, including the Intergovernmental Affairs Committee and Chief and Council.

  • Serves as the primary contact between Musqueam and project proponents
  • Facilitates an effective working relationship between Musqueam and project proponents
  • Reviews and analyzes incoming referrals and identify priorities related to Musqueam interests
  • Identifies key team members within Musqueam and ensure all information is received and disseminated and that timelines are clearly indicated
  • Organiz es meetings, agendas, and meeting minutes
  • Integrates identified impacts and concerns into correspondence with proponents and regulators
  • Analyzes and provide feedback on project description, environmental management plans, impact mitigation strategies and related materials
  • Establishes and coordinates communications and logistics between parties with respect to activities related to implementing agreements
  • Establishes and maintains positive communication and relationships within Musqueam, other departments, and First Nation partners to ensure interests are identified and responded to
  • Participates in projects as required and help manage projects which include, but not limited to, coordinating resources, ensuring appropriate consultation, and ongoing and final reporting
  • Participates in project sub-meetings in order to coordinate information for multiple departments across the organization; follow up, develop responses, collect, and disseminate information
  • At the request of management or at own discretion, prepare and/or coordinate the preparation of:
  • Correspondence for management, the IGA Committee, and/or Chief and Council
  • Briefing materials for management, Chief and Council, Committees of Council (Intergovernmental Affairs Committee), working groups, and senior management; this material may include researching issues and ensuring prepared responses are consistent with Musqueam policy and direction
  • Manages timelines and deliverables
  • Maintains records in accordance with MIB’s file plan.
  • Other related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

  • Post-secondary degree in planning, policy, environmental studies or other related natural resources program; Master’s degree or minimum of two years’ e xperience in a closely related field or equivalent combination of education, training, and experience
  • Knowledge of and experience with environmental and/or marine planning and restoration is an asset
  • Strong understanding of Aboriginal politics and law
  • Cultural competency and knowledge of Musqueam culture and interests is an asset
  • Knowledge of the Musqueam Indian Band and/or experience working with First Nations is preferred; knowledge of the Musqueam Indian Band’s government structure/business processes is an asset
  • Strategic thinker with excellent analytical and problem-solving skills
  • Ability to work in a dynamic environment with limited supervision
  • Understanding of project management methods and skills
  • Strong written communication skills, excellent interpersonal and communication skills to exchange information and build relationships in a manner consistent with Musqueam’s cultural values
  • Ability to maintain confidentiality
  • Ability to handle multiple priorities and complete tasks/projects in accordance with stated deadlines
  • Ability to be discrete, and use tact and good judgment in dealing with sensitive and complex issues
  • Criminal record check
