Solely owned by BRFN, BRR is designed to operate at arms-length from the political and governance structure of the Nation. BRR’s Board of Directors is of comprised of two members of Chief and Council and two independent members who are not affiliated with the Nation.


Role Overview

Reporting to the Board of Directors, the primary responsibilities of the CEO will be to advance broad activities, focusing on sustainability in the areas of Restoration, Lands, Wildlife, and Culture. This may include potential projects in areas such as renewable energy, carbon capture and other efforts in various industries.


The CEO will provide strategic direction and manage the operational structure for BRR and its sub-entitles, creating and managing a framework that will grow rapidly and generate significant revenue. A core component of the position will be to advance respect and engage in advocacy for the traditions and culture of BRFN. 


Key Responsibilities 

• Accountable for the Corporation’s operational and financial performance

• Directs the Corporation’s strategic planning activities and provides leadership and overall

• Guidance in both the administration and operation of the Corporation

• Establishes effective working relationships collectively and individually with the Board of Directors

• Helps the Board of Directors determine Corporation’s values, mission, vision, and short- and long-term goals

• Helps the Board of Directors monitor and evaluate Corporation’s relevancy to the community, its effectiveness, and its results

• Keeps the Board of Directors fully informed on all important issues facing the Corporation (internal and external)

• Meets with and reports monthly to BRFN’s Chief and Council.

• Identifies problems and opportunities and addresses them; brings those which are appropriate to the Board of Directors and/or its committees; and, facilitates discussion and policy making

• Establishes management processes and specific performance measures that clearly support the long-term strategy

• Assesses performance and makes timely changes in strategy, structure, and resource allocations

• Develop, nurture, and grow strategic business relationships with committed partners that may include clients, government, First Nations, joint venture partners educational institutions and financial institutions

• Work collaboratively with the Board of Directors and financial institutions to expand and finance new business opportunities

• Assures the filing of all legal and regulatory documents and monitors compliance with relevant laws and regulations

• Allocate material, human and financial resources to develop and implement organizational and operational policies and programs

• Authorize and organize the establishment of major departments and associated senior staff positions

• Co-ordinate the work of regions, divisions or departments

• Establish financial and administrative controls; formulate and approve promotional campaigns; and manage human resources planning

• Establish objectives for the organization and formulate and/or approve policies and programs

• Represent the organization, or delegate representatives to act on behalf of the organization, in negotiations or other official functions

• Select middle managers, directors or other executive staff; delegate the necessary authority to them and create optimum working conditions


Qualifications

• Experience and training in managing and directing a complex organizational structure 

• An understanding of the fiduciary framework attendant to a leadership position as an independent manager

• Detailed knowledge of and experience with the resource extraction sector with an emphasis in the greater Fort St. John community

• Ability to manage complex political and commercial issues

• Ability to navigate the complex terrain of First Nation’s interests in the context of commercial pursuits/obligations and the provincial and federal regulatory framework

• Experience in managing income and operational spending in the range of $2m - $200m 


Education

• A Master's degree in a relevant field (asset)

• Developed experience in Chief and Council/Government relations

• Strong understanding of Indigenous rights, culture, and socio-economic issues

• Demonstrated experience in financial management and strategic planning

• Excellent communication skills and stakeholder engagement ability

• Developed experience with economic/business development processes such as feasibility studies, cost analyses, etc.

• Experience in the oil and gas industry, forestry and reclamation

• Awareness of indigenous culture and treaty 8 history

• Familiarity with Land code or Land use


Working Conditions

• Office work environment 

• The person will be required to be primarily situated in the greater Fort St. John area

• Travel may be required (client meetings, training and/or conferences)

• Additional travel may be required to appear with the Chief of the Nation, from time-to-time, at federal, provincial and commercial meetings.

• Travel expenses may be claimed as per company policy
