The Ontario Pension Board (OPB) administers the Public Service Pension Plan (the PSPP), a major defined benefit, single employer pension plan sponsored by the Government of Ontario. THE OPPORTUNITY


LHH Knightsbridge is pleased to partner with OPB in their search for a Director, Procurement. Reporting to the Chief Financial Officer, we are looking for a seasoned leader to lead their procurement team and provide the organization with strategic and tactical procurement guidance, including leading and overseeing complex IT procurements, in a public sector environment.


KEY RESPONSIBILITIES


  • Leads and directs procurement activities, policies and procedures and the development and implementation of Broader Public Sector Directives (as they apply to Agencies of the Ontario government), Trade Agreements, other legislation or directives that may apply and emerging trends to ensure alignment with OPB policy.
  • Analyzes emerging trends, directives, and legislation to identify potential impacts and risks and setting out strategies to reduce the procurement risks to OPB.
  • Provides a consultancy service and is a trusted advisor in developing and maintaining strategic partnerships that deliver best practice, guidance and advice on matters involving complex procurement to support business outcomes and priorities.
  • Works with business areas to develop procurement strategies and plans based on an understanding of business needs and priorities.
  • Identifies and communicates new standards or requirements, updates relevant policies and documents and communicates changes to the organization.
  • Leads the negotiation and implementation of contracts with vendors in a complex multi-vendor environment.
  • Reviews procurement activities to ensure compliance with policies and procedures and organizes and produces procurement and sole source reports as required.
  • Partners with various internal stakeholders and business subject matter experts to develop a strategy for the Request for Proposal and leads the coordination and writing of the document.
  • Assists internal stakeholders in developing and drafting business cases for strategic initiatives and priorities by understanding high level business requirements, options available, measurable benefits and desired outcomes.
  • Leads and develops a team of employees involved in procurement and purchasing activities by managing areas such as performance, attendance, and recruitment.


KEY QUALIFICATIONS


  • Position requires a professional post-secondary education in Business Administration, Commerce or Supply Chain Management combined with 5+ years of public procurement experience or relevant combination of education and experience.
  • Professional certification, such as a CPPO, CPPB, SCMP or other relevant designation is preferred. Advanced knowledge of standard public procurement procedures, competitive processes, and procurement related codes of conduct particularly in the broader public sector. General knowledge and experience working with IT vendors in a highly outsourced, multi-vendor environment.
  • Ability to apply strategic thinking in understanding the broad picture, considering consequences, and identifying key issues and opportunities.
  • Ability to work in and manage vendors and contracts in a complex multi-vendor environment.
  • Ability to identify and understand client and business needs and build procurement strategies and plans as required.
  • Comprehensive experience in writing RFPs/RFQs/RFI/SOWs and business cases or related documents and vendor contracts with the ability to draft procurement policies and procedures.
  • Experience and desire to work in a collaborative environment and a desire to focus on building relationships with clients.
  • Well-developed consultative and interpersonal skills to understand client needs and build relationships and provide a high level of advice and guidance to clients and support decision making, including in complex situations, and evoke buy-in.
  • Excellent communication and negotiation skills (verbal, written, presentation) and well-developed relationship and vendor management skills.
  • Experience providing leadership, managing staff, and effectively building an environment of collaboration and teamwork.
  • Ability to consult with a wide range of stakeholders and build positive relationships with all levels of the organization and with external vendors to ensure continuous delivery of quality procurement services.
