Position Overview:

HHB requires a Enterprise Technology Specialist with a minimum of ten (10) years of experience in a technical role, supporting solutions architecture, cybersecurity and technology strategy initiatives, and working with Project Managers & business-facing partners and stakeholders.


Key Responsibilities:

Provide enterprise technology expertise on the overall e-Tolling program and the supporting individual projects collaborating with the Technical Lead, e-TollingProgram Manager, Project Managers, stakeholders, and HHB leadership in support of overall project goals and milestones.

Develop an in-depth knowledge of current state tolling and the future of e-Tolling, supporting the Technical Lead in development the projects’ technical requirements and needs, creating solutions diagrams, researching technologies as part of proofs of concept, developing internal technical and security documentation, and reviewing material as requested by the Technical Lead.

Conduct analysis of e-Tolling and supporting projects’ technology solutions, liaising with HHB internal stakeholders/leadership, tolling team, and internal IT operations staff, and prepare appropriate documentation to communicate and validate the technical solution being proposed. Help stakeholders define e-Tolling technical requirements, data requirements, cybersecurity requirements, key decisions, required approvals and new roles and responsibilities.

Implement requirements management, system specification templates, applications and other tools for tracking business and technical requirements, testing, and change control processes. Translate business requirements into technical solutions, outlining functional and non-functional specifications.

Required Skills:


Strong technical skills across multiple domains, experience supporting projects in a dynamic role in the solutions/enterprise architecture, cybersecurity advisory and risk management (TRA’s, RRA’s), infrastructure, and technical requirements capacity.

Excellent written and oral communication skills.

Strong interpersonal and organizational skills.

Proven ability to multitask and manage multiple project deadlines.

Ability to map out complex technical requirements, analyze data and provide the business with recommendations and opportunities as it relates to e-Tolling.

Demonstrated ability to develop and implement continuous technology improvements, both in current state operations and future/desired states.

Flexible and adaptable in learning and understanding new industries & technologies, including but not limited to intelligent transportation systems (ITS), e[1]Tolling/Electronic Tolling, and Critical National Infrastructure (CNI) (transportation, bridges, etc.) sector specific requirements.

A strong teamwork orientation and the ability to work with cross functional teams at all management levels.

Intermediate to advanced skills in MS Office applications, including Word, Excel, Power Point, Microsoft Project and Visio.

Government (federal/provincial/municipal/crown corporation) experience is an asset.

Certifications in Microsoft Azure, AWS, Security, and/or OT Systems would be considered an asset

Solutions and Enterprise Architecture Diagrams/Review

Cybersecurity Oversight and Advisory

Research and Proof of Concept (PoC) Development and Review

RFP/SOW Development, Support and Evaluation

ICS/OT Systems Oversight and Advisory (nice to have)

Provide ad-hoc support to Technical Lead and e-Tolling Program Manager as required.

Create comprehensive acceptance criteria and test steps (via RFP requirements, through to and including implementation) to provide expected results for success in relation to product, performance, feasibility, user acceptance and operational acceptance testing.

Facilitate group and one on one sessions to acquire and validate technical/security requirements.

Contribute to the development of project plans by participating in planning sessions.

Provide timely, accurate, and relevant information to enable decision making and support desired business outcomes.

Partner with the Project Managers, e-Tolling Program Manager, Technical Lead, Architect and Cybersecurity, Privacy and Change Managers where appropriate.

Report progress to the Technical Lead.

Other duties as assigned by Technical Lead, CIO or e-Tolling Program Manager.
