As the Manager, Data Science and Artificial Intelligence, you will focus on maximizing the use of advanced analytics methods and technologies (including areas such as machine learning, statistics, optimization, spatial analytics and AI) to optimize core business processes and continuing the corporation’s mission of providing exceptional value and service to all Manitobans.

You will be responsible for the development, delivery, and evaluation of solutions and strategic plans to drive advanced analytics and AI objectives for the corporation. The Manager provides consultation and advises internal and external stakeholders regarding their data science and AI needs and works with other departments in the directorate to provide advanced analytics solutions to the corporation.

The position manages the security of the data and information by evaluating client needs and restricting access to sensitive corporate data in an appropriate manner. The manager understands the enterprise view of data and connects the data with the needs of the business. In addition, the manager also engages stakeholders on the development of policy, procedures, and plans for data science and AI (which yield measurable business results and operate within required controls (security, privacy, legal) and to the expected standards (ethics, quality).


Responsibilities

  • Oversees the development of the data science and AI program and leads delivery of advanced analytics services which bring value to the corporation, as measured by program key performance indicators (KPI).
  • Oversees the establishment and maintenance of a central repository of advanced analytics models and solutions.
  • Guides the identification, research, selection, and alignment of technology solutions which meet business and technical requirements for data science and AI.
  • Reviews and approves changes to policies, procedures, and practices related to data science and AI.
  • Drives the adoption and integration of machine learning and AI use-cases into regular corporate day-to-day business operations and processes.
  • Oversees the management of data science projects from inception to completion. Work closely project stakeholders to define project goals, requirements, deliverables and timelines. This includes allocation of resources, monitor project progress, and mitigate risks, ensuring that projects are delivered on time and within budget.
  • Responsible for the activities of a manager, including management of an operating budget, participating in strategic planning, budgeting for special projects, and improvement initiatives.
  • Responsible for hiring, performance management, and development planning of staff, including identifying training and development needs. Ensures technical expertise of the unit is maintained.
  • Supervises, coaches, and conducts performance management evaluations of direct reports.
  • Fosters a high-performance culture that is consistent with corporate vision, values and leading practices.


Qualifications

  • Degree in Statistics, Computer Science, Engineering or related quantitative fields of study.
  • Post-graduate degree in Statistics, Computer Science, Engineering or related quantitative fields of study are an asset.
  • Eight years of related experience in areas including data science, statistics, machine learning, data analysis, data integrations (ETL), systems design, maintenance and coding, including:
  • Three years of experience in a management or leadership role of mid to large sized teams.
  • Experience creating business value through the development and deployment of production-ready machine learning or advanced analytics solutions.
  • Advanced theoretical and practical working knowledge of statistical machine learning topics, concepts & methodologies.
  • Intermediate experience with cloud technologies (e.g., MS Azure, AWS, GCP).
  • Intermediate knowledge and experience with machine learning operations (MLOPs).
  • Working knowledge of Out-of-the-box AI services provided by cloud providers (e.g. Azure AI services) to accelerate use-cases related to areas such as natural language processing and data-driven decision-making.
  • Experience creating business value through the development and deployment of production-ready machine learning or advanced analytics solutions.
  • Three years of experience in a management or leadership role of mid to large sized teams.
  • Intermediate knowledge of responsible AI concepts including machine learning interpretability/explainability.
