Position Summary

The City of Regina’s Environmental Services Branch is seeking a motivated individual to join the team for a 1-year term/secondment opportunity

Please note: Depending on candidate qualifications, this position may be filled as a Project Engineer, or a Coordinator, Water & Sewer Programming. 

You will be responsible for administering the design, build, fund, operation, and maintenance (DBFOM) contract for the wastewater treatment plant (WWTP) as well as assisting in any future upgrades. The contract requires an individual to manage the relationship with WWTP personnel and to build and implement standard procedures to allow consistent administration of the contract moving forward. Preference will be given to candidates experienced with biological nutrient removal (BNR) treatment processes, DBFOM contract administration and government regulation. Demonstrated communication and presentation skills and experience with wastewater quality are also considered an asset.

Key Responsibilities

Provides research, administrative and technical advice pertaining to the management of the DBFOM contract. Manage and direct the work of consultants. Maintaining a positive working relationship with the Operations Manager of the WWTP. Prepare and present technical and business reports, contract documents, terms of reference, proposals, correspondence, and briefs. Provide written and verbal progress reports and presentations. Provide a single point of contact between the City of Regina and WWTP operations groups. Provide management with reliable information for high-level decision making. Gather technical data and interpret and analyze technical data to develop options, solutions, improvements, and recommendations as they relate to WWTP operation. Respond to inquiries from staff, residents, elected officials and other levels of government. Consult, negotiate and collaborate with outside agencies and stakeholders, including other levels of government. Work with source control personnel in the City of Regina to identify and limit harmful releases to the WWTP. Work with consultants and other technical staff to identify and evaluate technical options in the case of Collection system issues. Other duties as required.

Key Qualifications

As a Project Engineer, you will have a university degree in Engineering, such as Civil, Mechanical or Environmental Systems, with a minimum of four (4) years related engineering experience in the field of municipal water, wastewater, drainage, and solid waste infrastructure. Registered or eligible for registration as a professional engineer with the Association of Professional Engineers and Geoscientists of Saskatchewan. OR as the Coordinator, Water & Sewer Programming you will have a​​​​​ two (2) year Diploma in Civil Engineering Technology, Environmental Engineering Technology, or Water Resources Technology with a minimum of five (5) years’ experience with water, wastewater and/or drainage infrastructure. Must be registered with Saskatchewan Applied Science Technologists and Technicians (SASTT) as an Applied Science Technologist (A.Sc.T.) or be eligible to obtain during probation period. Demonstrated knowledge of and experience with wastewater processes, theories, statistics, and technologies related to wastewater management. Demonstrated knowledge and experience with DBFOM contracts. Knowledge of BNR technology and process. Intermediate skills in MS Office (Word, Excel, PowerPoint, and Access) and the ability to develop expertise in the use of specialized software (i.e. AutoCad Civil 3D, WaterCAD, InfoWorks, Asset Management and Maintenance Management software). Ability to analyze complex data and issues and interpret specifications/plans/regulations. Knowledge of project management principles and processes. Knowledge of administrative/supervision/business management principles and processes. Ability to manage multiple projects, information systems, programs, and budgets/expenditures. Ability to lead, plan, organize, influence, direct, supervise, inspect and co-ordinate work teams, consultants, and contractors. Skilled in establishing and maintaining effective working relations and a respectful environment with superiors, peers, subordinates, and the public. Ability to apply the general rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual as they apply to the position.

Working/Other Conditions

Must possess a valid Class Five (5) driver’s license and have a vehicle available for work usage. Additional Requirements
