Coast Mental Health (Coast) is one of the largest mental health non-profit societies in Canada, and operates a large array of innovative housing and community based rehabilitation services for people with a mental illness living in and around Vancouver. Coast operates in the Lower Mainland of British Columbia providing approximately 1000 people with supportive housing and 4000 clients living in the community with a wide variety of programs and services.
Coast fosters a client-driven, recovery-oriented environment that promotes restoring health, personal growth and a return to society for individuals with a mental illness through advocacy and providing direct programs and services.

COAST TRUST PROGRAM

We are currently seeking a highly motivated and experienced professional to administer the Coast Trust Program. Coast is authorized under an Order in Council to administer trust funds for “Persons with a Disability” (PWD), including people with mental illnesses. The Coast Trust Program helps clients protect and manage financial assets, ensuring the benefit and security of a lump-sum principal while improving their quality of life without affecting disability assistance payments. Funds may be used for services and aids related to the Beneficiary’s health or well-being. All income and expenses of the trust are separately accounted for and may be reviewed by the Financial Institutions Commission (FICOM), an agency of the Government of British Columbia. Currently we have 300 trust clients and $20 million under management. 

JOB SUMMARY

Under the direction of the Trust Manager, the Trust Administration Specialist is responsible for providing administrative, financial and technical assistance in the preparation and administration of discretionary and non-discretionary trusts on behalf of qualified clients.

This involves assisting clients to access legal and financial consulting assistance, helping to interpret trust legislation and regulations for clients and entering into trust agreements.

The position is also responsible for assuring that Coast complies with appropriate legislation and regulations governing trusts.

Provides Financial Trust contract administration and interpretation to Coast managers, external agencies potential clients and legal and financial agencies government bodies which supports the Coast in the development, administration, and maintenance of all Trust contracts. This position may supervise unionized employees.

TYPICAL FUNCTIONS AND RESPONSIBILITIES

Establish, review, and maintain Financial Trust contracts with clients of the program and for compliance with BC Financial Services Authority (BCFSA) and the Ministry of income assistance and Coast Trust Program policies by reviewing current rules and regulations and suggesting relevant changes to the manager. Identifies anomalies and non-compliance to the manager.

Monitors contracts by performing duties such as monitoring client expenditures against Ministry rules, client needs, conducting internal and external financial reviews to check for compliance with terms, identifying anomalies and discrepancies, and recommending solutions and options to relevant manager.

Main point of contact between clients and Coast’s Trust Program.

Investigates and resolves problems related to contract administration, and modifies and enhances contracts as required, in accordance with established Coast policy, BC Financial Services Authority (BCFSA) and Ministry legislation.

Performs contract duties such as gathering relevant information, preparing preliminary reports, determining contract implications of expenditures, and reviewing expenditures for reasonableness.

Assists manager responsible for contracts by performing duties such as providing information related to legal and policy requirements of contracts, and providing guidance, advice, and recommendations related to contract terms and conditions.

Performs projections, forecasts, and analyses, to clients the Ministry and the manager.

Prepares all relevant reports such as statistical summaries for internal and external purposes.

Develops and maintains data tracking mechanisms such as databases and record keeping systems.

Develops and performs presentations on the Trust Program for the general public, agencies, families, lawyers etc.

Provides input and feedback regarding Develop and maintains Trust Program procedures and systems to the Manager.

Supervises unionized staff by performing duties such as assigning work, providing feedback and evaluation, determining training requirements, orienting new staff, and maintaining timekeeping and attendance records and resolves staffing problems.

Performs other related duties as assigned. 

JOB QUALIFICATIONS 

Education, Training and Experience as a paralegal. Successful completion of an accredited paralegal education program Or Recent related experience of two years in areas such as Canadian law as it relates to Client trusts and disability benefits, financial matters, guardianship legislation or advocacy.Or an equivalent combination of education, training, and experience.Or other Qualifications determined to be reasonable and relevant to the level of work Successful completion of a Criminal Records Check will be required, as well as BCFSA clearance. WHIMS Certification Proof of Covid 19 Vaccination Status 2-3 professional references.

Ability to communicate effectively, both verbally and in writing, including with people with a mental illness. Physical ability to carry out the duties of the position Ability to work independently and in cooperation with others Ability to operate related equipment Ability to plan, organize, and prioritize Ability to type Business writing skills Knowledge of general office procedures Ability to analyze and resolve problems Ability to do mathematical and financial calculations Knowledge of principles and practices related to legal and financial management Ability to supervise Ability to develop, evaluate, and monitor legal and financial systems, policies and procedures.

The Pay Range is the minimum and maximum annual salary based on full time equivalent hours.

Incumbents are typically hired, transferred or promoted between the minimum and midpoint of the range based on their knowledge, skills, abilities and experience in relation to the role requirements.

The top 10% of the pay range is for the incumbents who are industry experts in the job with the combination of exceptional experience and competencies needed to perform all duties and responsibilities at a superior capability level.
