Main Purpose and Function

The Planner I provides a range of professional and technical services serving the Community Planning Group, with a focus on the Vancouver Plan ODP and Area Plans teams, within the Long Range and Strategic Planning Division. This group is responsible for delivering long range planning policy at the area and city-wide levels. The emphasis for this position is on leading and coordinating the technical work and analysis (mapping and spatial analysis) required to conduct city-wide and area planning. The successful candidate will have strong GIS capabilities, providing professional and technical services towards the development and updating of city-wide and area planning initiatives.

Specific Duties and Responsibilities

Coordinates technical land use planning analysis across teams within Community Planning. Supports Planning, Urban Design, and Sustainability department through the collection, management, and interpretation of various sources of data and statistics. Ensures consistency across teams within the division on analysis, mapping and filing conventions. Serves as the main liaison between Community Planning and other divisions to ensure consistency of data inputs and analysis tools. Performs policy research and analysis and investigates industry standards and trends. Sources and develops visualization and mapping solutions in GIS and other mediums. Compiles and reports on technical data, undertakes qualitative, quantitative and spatial analysis of data for the use in policy initiatives and for making recommendations. Delivers presentation and production-ready materials related to data analysis & interpretation for senior management and stakeholders. Provides technical writing, research, and the preparation of materials for presentation to internal staff, external stakeholders, the public and City Council. Supervises junior staff. Provide direction and guidance to the work of professional consultants engaged by the City. Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

A post-secondary degree in urban planning recognized by the Canadian Institute of Planners or a degree in a related field with experience related closely to the duties involved. Experience using sound research and analytical abilities and experience with census and other external data sources. One year of professional planning experience in planning related research, monitoring, policy analysis, and communicating data findings, or an equivalent combination of post-secondary education and experience. Membership or eligibility for membership in the Canadian Institute of Planners is desirable.

Knowledge, Skills and Abilities:

Considerable knowledge of data research and analysis in area urban planning. Sound knowledge of planning and research methodologies. Considerable knowledge of the City’s city-wide and area-based land use plans, and related policies. Strong working knowledge of ArcGIS Pro. Considerable knowledge of external data sources such as Statistics Canada, BC Stats, BC Assessment, and CMHC. Strong organizational and project management skills; ability to respond to changing priorities and to meet tight timelines. Ability to work independently and self-manage workload. Ability to participate successfully on work teams. Strong organizational and project management skills. Advanced graphics skills and computer skills in Microsoft Office (Word, Excel, PowerPoint, SharePoint), Adobe Creative Suite (Illustrator, InDesign, Photoshop) or other similar graphic software and, use of the internet as a research and communication tool, are required. Demonstrated initiative in identifying and anticipating data research needs is desirable. Experience statistics or the use of FME in general will be considered an asset.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
