Provides business architecture design expertise and leadership to the Information Management (IM) service for Facilities Redevelopment projects, including identifying, designing, and evaluating alternative IM solutions that will enable effective health care delivery, optimize the realization of benefits, and mitigate IM risks on multiple multi-year significant facility redevelopment projects from concept phase through to post accommodation evaluation. Develops IM solution models from the conceptual level through logical to high level physical. To ensure solutions to meet clinical service, site operations and site integrity requirements, the Solution Architect demonstrates strong links among the desired benefit/outcome, the capabilities of the solution, and the overall investment of funds. While embracing whole business solutions, the architecture encompasses automated processes (purchased or custom-built applications), electronic information collections, defined domains of automation, interfaces and integration points with other systems, interfaces to manual business procedures and information collections, and information technology (computers, networks, operating system software, database management systems, security software, middleware, etc.). The architecture directly integrates information, functions and processes, must be implementable within the organization and other stakeholders impacted (change management), and must be deliverable given current technology standards and established solution and delivery constraints. Responsibilities Provides business architecture design expertise by understanding and reviewing requirements and analyzing and translating business and clinical needs into an architectural plan that outlines whole solutions to meet those needs. Identifies and considers alternative IM conceptual solutions and recommends an IM Solution Architecture. Determines the viability of IM solutions and investments in them. Provides related consultation and advice to various Facilities Redevelopment councils and steering committees and provides ad-hoc subject matter expertise to other related initiatives as requested by the Director, IM/IT Solutions Facilities Redevelopment. Designs the IM Solution Architecture to enable the business solution at the conceptual and logical architecture level (and high-level physical as necessary), to integrate across applications, systems and platforms, and to support the business needs of the Redevelopment project. Liaises and communicates with the facility design and engineering teams and provide IM solution considerations and input to Facilities' procurement documents such as RFPs and Output Specifications, and facility design processes such as Indicative Design and Design Documentation, Functional Program, and solution implementation estimates as required. Liaises and communicates with the clinical design, equipment, Redevelopment planning, clinical and non-clinical support teams, informally and through formal decision-making bodies and committees. Participates in risk assessments, risk management planning and audits related to Information Management processes, applications, technology and security. Provides input to IM budget submissions for each Redevelopment project. Works with the clinical sponsors, PI&A, CITI and HIM portfolio managers, and other subject matter experts in the further elaboration, prioritization, and approval of the IM scope using Project Briefing Notes and Business Cases. These deliverables are for consideration by the Project Executive Sponsors and the appropriate Investment Committees in accordance with established Redevelopment and IM Governance structures. Participates in the business solution design of assigned initiatives and within the scope as defined in the business case by the health care program area; provides skills and expertise in the areas of modeling function and process, information and data. Contributes to the development of a program tactical plan (initiatives roadmap) to achieve the health care program strategy. Ensures that all solution features are necessary and sufficient to support needs and benefits as documented in the business case including enabling business/function/process, change requirements and project management requirements. Collaborates with IM staff to ensure that the Solution Architecture will function in the FH Technology environment; collaborates with delivery management to develop delivery plans that estimate effort and that assess the project's scope and quality. Works with the IM project expediters, to communicate, liaise and collaborate with PI&A, CITI and HIM to ensure that the IM scope is aligned with Corporate and Lower Mainland initiatives Provides expertise during the phases of the system implementation lifecycle to ensure that the solution adheres to the approved architecture; ensures that exceptions are documented and approved by relevant committees or management. Participates in the procurement of IM solution components including the creation of requests for proposal and proposal evaluation. Makes recommendations on strengthening or identifying gaps in service level characteristics of the various elements of the IM portfolio regarding performance, reliability, availability and security and the alignment with the expectations of the clinical services and their dependency on the systems and technologies that make up the IM portfolio. Manages the IM scope change management process and investigates further investment opportunities as they arise. Assesses changes within the delivery projects to ensure that they address the clinical service needs and deliver the intended value. Develops repeatable templates that can be used for future Facilities initiatives requiring the same activity and where possible, provides knowledge transfer. In collaboration with the Director, IM/IT Solutions, Facilities Redevelopment develops annual goals and objectives for the assigned area of responsibility, ensuring consistency with department plans and Fraser Health objectives and strategies. Reports project status and progress at scheduled points to the Director, IM/IT Solutions Facilities Redevelopment Scans the Health Informatics environment for emerging trends and innovations and investigates and assesses specific technology advances for their relevance to FH Redevelopment projects. Qualifications Education and Experience Bachelor's Degree in Computer Science, Business, Health Information Science or related discipline supplemented with seven to 10 years as a Senior Business Analyst, including two to three years as a Solution Architect with experience related to the design, development and implementation of information management solutions with a strong emphasis on meeting business objectives, or an equivalent combination of education, training and experience. Current BC Drivers' License and access to a vehicle for business related purposes. Strong ability to collaborate with a variety of stakeholders and on various working groups and to explain IM complexities to others. Ability to translate business needs into solutions architecture requirements and knowledge of the concepts of benefits realization. Ability to apply a range of solutions to business and clinical system problems. Knowledge and understanding the British Columbia health care system. Ability to perform business and system analysis. Ability to contribute effectively to business case development and to major project plans and estimates and to map IM solution features to the business case benefits and to explain the contribution. Practical knowledge of function and process modeling techniques such as Component Business Modeling, Line of Visibility Modeling, and Structured Analysis and Design. Ability to use information and data modeling techniques such as object modeling, data model diagrams and entity relationship diagrams. Knowledge of techniques for development application architectures such as process and data affinity analysis (CRUD diagrams). General knowledge of enterprise architecture concepts and current information technology. Ability to plan, organize and prioritize work and meet deadlines.
