POSITION PURPOSE Reporting to the Program Manager, Corridor Control, is responsible for enforcing terms and conditions imposed on private and public users of the right-of-way when placing infrastructure within the Regional Corridors to ensure compliance with design plans, schedule and Municipal Consent conditions and to ensure all work is properly documented and filed; and providing technical support for surveying functions and utility applications.


MAJOR RESPONSIBILITIES

• Ensures pre-construction photos are taken for future reference in cases of disputes/claims.
• Advises stakeholders of utility relocations and scheduling as required.
• Observes each stage of the work performed and ensures work conforms to approved plans, scheduling and Municipal Consent conditions; checks approval drawings for placement of underground utility and adherence to approved location.
• Assists the Utilities Plans Coordinator in reviewing drawings and applications for underground and above ground utilities to be constructed in the Regional Road Right-of-Way. Ensures proposed facilities are not in conflict with existing utilities, structures, vegetation or topography.
• Reviews and provides comments on designs and documents prepared by utility companies and on cost sharing estimates.
• Assists the Program Manager in setting priorities for survey projects and scheduling of survey crews.
• Prepares and maintains records and reports of utility work performed, conflicts and damages. Investigates and writes reports regarding accidents or damage to public, private and personal property on site; forwards reports to the Manager Insurance and Risk.
• Prepares maintenance files for survey equipment repair and replacements.
• Liaises with internal and external staff, utility companies, contractors, consultants, agencies and public on assigned projects and services.
• Provides technical leadership to internal staff.
• Performs other duties as assigned in accordance with Branch and Department objectives.

QUALIFICATIONS


• Minimum three (3) years related experience on roadway/utility construction supervision in a Municipal environment including survey and construction inspection experience.
• Valid Ontario Class “G” driver’s licence and reliable vehicle to use on corporate business.
• Demonstrated knowledge of Civil Engineering technical skills including the application of design and estimating of infrastructure contracts and survey procedures.
• Advanced knowledge of Microsoft access and web applications.
• Working knowledge of utility standards and offsets as they relate to Natural Gas, Hydro, Telecommunications, watermains, sanitary sewer and sidewalk.
• Knowledge of relevant Legislation and Acts as they apply to Public and Private Utilities within the right-of-way.
• Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self-management and accountability, and flexibility/adaptability.
• Computer literacy utilizing MS Office software applications as well as working knowledge of specialized software relevant to the technical specialty ( Autocad and GIS/GPS applications and methodology).
• Ability to identify areas for constructive change and communicate issues and potential solutions to management.
• Ability to work outside regular business hours as required.
